Rota Mogiana will have a 50% lower toll rate in Jaguariúna under the new concession

The 50% reduction is part of the Government of São Paulo’s public policy to make toll collection fairer and more proportional to actual use; the model includes further reductions through 2028

The new Rota Mogiana concession will begin with a reduction in the base toll rate in Jaguariúna. Currently set at R$ 17.60, the rate for passenger vehicles will drop to R$ 8.80 when the new contract takes effect — a level lower than what would have been charged under the adjustment scheduled in the current model as of July 1.

The measure is part of the Government of São Paulo’s public policy for modernizing highway concessions, with a focus on tariff fairness, proportional charging based on actual use, and expanded benefits for users.

The current “point-to-point” system, limited to a specific stretch of highway, will be discontinued. Under the new concession, the benefit will no longer be localized and will become broader, with proportional charging based on use and equivalent conditions for users.

The contract also provides for a progressive reduction in the toll rate. On the Campinas–Jaguariúna stretch, the projected amount is R$ 7.65 by 2028, below current levels.

Reductions at current toll plazas:
The largest reductions will occur in Jaguariúna (–50%), Águas da Prata (–27%), and Estiva Gerbi (–26%). Toll rates will also fall in Espírito Santo do Pinhal and Itobi (–20%), Casa Branca (–13%), Mococa (–9%), and Aguaí (–5%). In no case will there be any increase at existing toll plazas.

The initial per-kilometer toll rate will be approximately 20% lower than that applied under the previous contract, reducing historical distortions among concessions and ensuring greater tariff balance between regions. Standardization is the basis for implementing the proportional charging model, under which users pay only for the distance actually traveled.

In addition to the initial reduction, the new model expands benefits for drivers. Frequent users will receive progressive discounts of up to 20% per month per gantry. Motorcyclists will remain exempt from toll charges. The system also provides for up to 30 days to settle the toll before any penalty is applied.

The concession also establishes that new charging points may only begin operation after the mandatory initial improvements have been completed, under the supervision of the regulatory agency.

The toll reduction marks the beginning of a new cycle of modernization of the region’s highway network, which will benefit approximately 2.3 million people across 22 municipalities in the interior of São Paulo.

Investment plan

Spanning 520 kilometers, Rota Mogiana includes estimated investments of R$ 9.4 billion over the term of the contract, aimed at expanding capacity and improving road safety.

More than 217 kilometers of highway duplication are planned on strategic corridors such as SP-107, SP-215, SP-333, SP-338, SP-340, SP-342, SP-344, and SP-350. In addition, 138 kilometers of additional lanes and 86 kilometers of new frontage roads will be implemented, improving traffic flow and reducing travel times.

The project also includes the construction of 58 new pedestrian overpasses and 129 new intersection devices, in addition to local roads, reinforcing safety and integration between highways and urban areas. Part of these measures was incorporated based on contributions received during the public consultation process.

With lower tolls at the outset and a broad investment plan, Rota Mogiana combines lower user costs with infrastructure modernization, aligning tariff fairness, road safety, and regional development.

SP pra Toda Obra

The project is part of the SP pra Toda Obra program, an initiative of the Government of São Paulo that provides for improvements on 21,200 kilometers of highways managed by the São Paulo State Highway Department (DER-SP) and concessionaires, under the supervision of Artesp. The R$ 30.5 billion investment is the largest in the history of the State of São Paulo.
