SP for Every Work: State Government launches largest highway system modernization program in history and totals R$30 billion in investments

Initiative includes more than 1,500 projects on state highways and concessions in major centers, inland areas and on the coast to transform mobility, boost regional development and generate jobs

The Government of São Paulo launched, this Thursday (3), at Palácio dos Bandeirantes, the “São Paulo for Every Project”, the largest highway system modernization program in the history of the state, with an investment totaling R$30 billion for improvements to public and concessioned highways.

The SP for Every Project initiative includes more than 1,500 projects that aim to improve the lives of citizens with better infrastructure and road safety, job creation and economic development.

The projects include initiatives by DER (Department of Highways of the State of São Paulo) and concessionaires regulated by Artesp (Transportation Agency of the State of São Paulo). The set includes those completed in 2023 and 2024, ongoing interventions and future ones to be launched throughout the administration. At the event, Governor Tarcísio de Freitas announced the start of 62 new projects, totaling an investment of R$1 billion.

“SP for All Works is not just about asphalt, concrete, machinery and engineering. We are talking about people, because it is the people who will benefit from this project, with reduced travel time and increased safety. We are talking about fathers who will spend more time with their children, mothers who will be free of worries because their children will leave and return safely, and rural producers who will be able to transport their produce with less cost and disruption. This is prosperity in all four corners of the state,” said the governor.

SP for All Works seeks to consolidate the excellence of the São Paulo highway system, providing greater quality and safety in traffic and fostering sectors that depend heavily on land transportation, such as logistics and tourism.

The initiative includes 22.3 thousand km of interventions on major highways, state and concession roads, as well as on local roads. Of the approximately 1.5 thousand works, 544 have already been completed, 208 are in progress and there are still 829 planned. There are 617 works by DER, with an investment of R$ 14.5 billion. On concession highways, there are another 964 works managed by Artesp, with an investment of R$ 15.4 billion. The improvements include paving, functional recovery, road intersections, duplication, lighting, cloverleaf improvements and resurfacing.

The regions that receive the largest investments, when adding up the figures from DER and Artesp, are Greater São Paulo (R$4.3 billion), Central (R$3.19 billion), São José dos Campos (R$3.14 billion), Campinas (R$2.99 ​​billion) and São José do Rio Preto (R$2.94 billion).

SP for Every Project: more investments

During the launch event of the SP for Every Project program, the governor authorized the start of 62 new projects, totaling R$1.04 billion in investments. Of these service orders, 61 are agreements for improvements to local roads that benefit 70 municipalities and one is related to state highway SP 322, in Bebedouro, in the Barretos region, with an investment of R$67.1 million.

Among the interventions on municipal roads are paving and functional recovery, with more than 574 kilometers of works.

Featured projects

Among the highlights of the package are the works on the Anhanguera-Bandeirantes System, between the capital and the municipality of Igarapava, in the Franca region. The ongoing resurfacing is the largest in history: 2,100 km, benefiting 955,000 drivers who travel along the two highways daily. The investment is R$1 billion, with completion scheduled for the first half of 2026.

Another large-scale project underway is the Rodoanel Norte, which will connect Greater São Paulo to state and federal highways, diverting traffic from the Tietê and Pinheiros highways, with an investment of R$3.4 billion.

Among the projects in the bidding process and to be bid in 2025, the largest investments by DER-SP include R$630.5 million in the recovery of 115 kilometers of the SP 222 highway, between Miracatu and Jacupiranga, in the Ribeira Valley. In the Piracicaba-Anhembi connection, repairs and other improvements will be made to Highway SP 147, in a 58.5-kilometer stretch, with an investment of R$319.5 million.

In the municipalities of Piracicaba and Anhembi, in 58.5 kilometers of SP 147, R$319.6 million will be invested in repairs and improvements. And in the connection between Vale do Paraíba and Serra da Mantiqueira, in 44.8 kilometers of Floriano Rodrigues Pinheiro Highway (SP 123), in the municipalities of Taubaté, Pindamonhangaba and Campos do Jordão, the planned investment will total R$246.1 million in pavement repairs and other improvements. In the SP 129 highway, R$200.6 million will be invested in widening and other improvements, in a 29.9-kilometer stretch between Porto Feliz, Boituva and Tatuí.

Investments already delivered

The Government of São Paulo has already invested R$7.5 billion in works on highways managed by the Department of Highways (DER) and in municipalities during this administration. This investment included 410 modernization, improvement and road conservation works. The interventions covered more than 5.7 thousand kilometers of highways and benefited around 30 million people. Through Artesp, the concessionaires invested R$2.6 billion in 134 completed works, totaling almost one thousand kilometers.

In total, the works were responsible for the creation of 86.7 thousand direct and indirect jobs. One of the highlighted works is the Tamoios Southern Bypass, inaugurated in 2024. With a length of 22.7 km, it allows a journey between São Sebastião and Caraguatatuba in just 16 minutes.
