São Paulo State Government holds public hearing in Ribeirão Preto on the concession of vehicle removal and storage services

Public consultation period for the project is open until August 8; hearings to gather public input will be held in six more cities

The São Paulo State Government is holding this Wednesday (July 23) the third of seven public hearings for the concession project covering the removal and storage of vehicles impounded for traffic violations across the state. The initiative, coordinated by the Secretariat for Investment Partnerships (SPI), is conducting a public consultation to receive input from residents, authorities, and other stakeholders until August 8.

In the public hearings already held in Campinas and São José do Rio Preto, the project studies are being presented and suggestions from society are being collected to improve the proposed model. Wednesday’s in-person meeting will take place at 11 a.m. at the Regional Government Office (Av. Pres. Kennedy, 1760 – Ribeirânia).

The project aims to unify and standardize the processes for vehicle removal, custody, management, auction preparation, and return. The concession will be structured into seven lots, covering all 645 municipalities of São Paulo State.

The Ribeirão Preto hearing will address topics related to Lot 3 of the concession. In addition to Ribeirão Preto itself, 93 other municipalities are included in this lot, such as Araras, Barretos, Jaboticabal, Mogi Guaçu, Franca, São João da Boa Vista, São José do Rio Pardo, and Serra Negra, among others. The region has a fleet of 3.3 million vehicles and an estimated annual demand of around 30,000 vehicles. Currently, this service is provided in a decentralized manner. The State Highway Department (DER/SP) operates 42 yards across the state, while Detran/SP works through 43 municipal agreements — where municipalities hire the yards — and 168 direct private management contracts. This model leads to inconsistencies in procedures, fees, and yard conditions, hindering the standardization and modernization of the service.

The project offers a series of direct benefits to both the public and public administration. The measure promotes greater efficiency in traffic enforcement by reducing operational time for agents and increasing their capacity to operate across cities and highways. Vehicle removal and custody services will be provided in a standardized manner, with enhanced safety, quality, and transparency — ensuring the protection of property owners’ assets.

In addition, the project includes the implementation of an integrated technology platform, fleet tracking, and digital service channels. There will also be performance targets, incentives for sustainable practices, and recognition of initiatives aligned with environmental, social, and governance (ESG) standards. The concession will be regulated by the São Paulo State Public Services Regulatory Agency (Arsesp), with technical oversight from Detran/SP, DER/SP, and an independent verifier.

Public hearings for the remaining concession lots will take place in Bauru (July 24), Sorocaba (July 25), São José dos Campos (July 28), and São Paulo (July 29).
