São Paulo state government holds public consultation on the PPP for dredging of the Tietê and Pinheiros rivers until Friday

Suggestions and contributions may be submitted until November 7

The Government of São Paulo, through the Secretariat for Partnerships and Investments (SPI), is conducting until next Friday (7) the Public Consultation for the Public-Private Partnership (PPP) project aimed at providing dredging and maintenance services for the Tietê and Pinheiros rivers. The goal is to gather contributions from society to improve the project, which seeks to ensure greater efficiency in water management, prevent flooding, and maintain two of the main waterways of the São Paulo Metropolitan Region.

Over the 15-year concession period, approximately R$ 9.5 billion are planned, including R$ 1.7 billion in investments and R$ 7.76 billion in operating expenses, with the objective of addressing the historical challenges of sediment accumulation in the rivers and promoting long-term benefits to urban infrastructure, the environment, and quality of life for the population.

To participate in the public consultation, interested parties must send their suggestions to the email address desassoreamento@cpp.sp.gov.br. Access will also be granted to the project’s Data Room, where all technical materials will be available. The regulations are available under the “Social Participation” section on the SPI website (https://www.parceriaseminvestimentos.sp.gov.br/transparencia/participacao-social) — item Public Consultation No. 09/2025 – SPI.

Twelve municipalities will be directly benefited: Salesópolis, Biritiba Mirim, Mogi das Cruzes, Suzano, Itaquaquecetuba, São Paulo, Guarulhos, Osasco, Carapicuíba, Barueri, Santana de Parnaíba, and Pirapora do Bom Jesus. However, the project’s impact extends beyond these areas, bringing benefits to the entire Tietê River Basin.

In addition to dredging, the PPP includes services such as cleaning the water surface — removing urban solid waste and floating aquatic vegetation; maintaining riverbanks; operating and maintaining the Mobile and Penha Dams; maintaining and operating the Marginal Tietê polders; and maintaining landscaping along the banks of the Tietê River.

Public hearings
In addition to the public consultation, two public hearings were also held in October to discuss the project and clarify questions. The sessions were broadcast on the official YouTube channel of the Government of São Paulo.
