São Paulo Government republishes bidding notice for vehicle towing and storage services concession

Update expands incentives for the quick retrieval of seized vehicles and reinforces modernization of vehicle yard management across the State

The Government of São Paulo, through the Secretariat of Partnerships and Investments (SPI), republished on Tuesday (10) the bidding notice for the concession of vehicle towing and storage services for vehicles seized by Detran-SP and DER-SP. The project establishes a new management model for vehicle yards across the State, covering the stages of vehicle removal, custody, preparation for auction, and restitution of vehicles seized by state traffic authorities.

The update to the bidding notice expands incentives for owners to regularize their situation and retrieve their vehicles more quickly. In addition to the 25% discount on storage fees for vehicles retrieved within up to 7 days, the new notice now also provides a 10% discount for vehicles retrieved between the 8th and 14th day. The measure aims to reduce the length of time vehicles remain in storage yards and make the process more efficient for users.

The concession covers all 645 municipalities in São Paulo, organized into seven regional lots, ensuring statewide coverage and standardization of services. Estimated investment is approximately R$ 657.4 million over a 26-year contract, with the first year dedicated to implementing the new model and the remaining years focused on operations. Submission of bid envelopes is scheduled for April 30 at B3 (São Paulo Stock Exchange), and the auction is expected to take place on May 7.

The project was structured to address historical weaknesses in the current model, which has been marked by significant heterogeneity in the quality of storage yards and services provided. Under the concession, operators will be required to meet mandatory minimum technical standards related to infrastructure, security, vehicle traceability, and digitalization of processes. They must also operate technological platforms that enable real-time monitoring and access to information.

Among the model’s guidelines is the implementation of integrated data management systems connected to the State’s Central Platform, ensuring traceability of operations and allowing vehicle information to be accessed at any time. The bidding notice also establishes regional coverage targets, requiring that 90% of seized vehicles be taken to storage yards located within 30 kilometers of the point of seizure.

The project also incorporates mandatory environmental practices for the operation of vehicle yards, including requirements for proper storage conditions, sanitary control, and appropriate disposal of waste generated by operations. These measures aim to correct distortions in the current scenario, where some yards operate without adequate environmental control infrastructure.

With this concession, the Government of São Paulo advances the modernization of vehicle towing and storage services, establishing a more efficient, transparent model aligned with best governance practices, bringing direct benefits to public administration and citizens.
