São Paulo government opens public consultation for the concession of lines 10–Turquoise and 14–Onyx and expands connection between ABC, Guarulhos, and São Paulo’s eastern zone

The lot includes an existing line, 10–Turquoise, and a completely new line to be built, 14–Onyx, serving the populations of the ABC region, Guarulhos, and the eastern zone of the capital. The project is estimated at R$ 19 billion

The Government of São Paulo, through the São Paulo State Partnership Program (PPI-SP), published this Thursday (30), in the State Official Gazette, the opening of the Public Consultation for the concession of the ABC–Guarulhos Lot. Starting Friday (January 31), the consultation covers Line 10–Turquoise, which is already in operation, and the new Line 14–Onyx, which will connect the ABC region, Guarulhos, and the eastern zone of the capital. With over 70 km of planned rail extension, the initiative is expected to serve more than 770,000 passengers by 2050.

Public hearings are scheduled for February 2025 in the cities of São Paulo, Santo André, and Guarulhos, expanding dialogue with the population and refining the project based on local input and needs. The final publication of the public notice is scheduled for September this year, with the auction expected in December 2025.

With estimated investments of R$ 19 billion, the project aims to provide high-quality, accessible, and sustainable transportation by integrating the rail system with other modes, such as metro and bus networks. The proposal reinforces the Government of São Paulo’s commitment to urban mobility and modernization of infrastructure across Greater São Paulo.

Improvements to Line 10–Turquoise

Line 10–Turquoise, which connects the ABC region to downtown São Paulo across 39 km, will gain three new stations: Bom Retiro (planned connection with Line 11–Coral), São Carlos/Parque da Mooca (planned connection with Metro Lines 6–Orange and 16–Violet, and Urban Train Line 13–Jade), and ABC (planned connection with Line 14–Onyx). The lot also includes a fourth contingent investment station, Pari, with a planned connection to Metro Line 19–Celeste.

Eight stations are planned for renovation and six for complete reconstruction. The interval between trains is expected to drop from 6 to 4.5 minutes between Bom Retiro and Mauá.

A new perimeter line connecting ABC to Guarulhos through the eastern zone

Line 14–Onyx will extend 40 km between Guarulhos and Santo André. It will feature 23 new stations, with planned connections to Line 13–Jade (Bonsucesso), Line 12–Sapphire (São Miguel Paulista), Line 11–Coral (Corinthians–Itaquera), Line 3–Red (Corinthians–Itaquera), Line 16–Violet (Hosp. Santa Marcelina), Line 15–Silver (Sapopemba), and Line 10–Turquoise (ABC). The project is expected to be implemented over ten years, with phased openings and trains running every 5 minutes.

How to participate in the Public Consultation and Hearings

The consultation materials and submission form will be available on the Secretariat for Partnerships and Investments (SPI) website. To participate, citizens may download the form, fill it out, and send it to the email address ppploteabcguarulhos@sp.gov.br by March 3, 2025.

The public hearings will be held in person, with live broadcast on the official YouTube channel of the Government of the State of São Paulo, according to the following schedule:

State Partnership Program (PPI-SP)

The ABC–Guarulhos Lot public-private partnership is part of the São Paulo State PPI-SP program, which aims to expand opportunities for investment, employment, and socioeconomic, technological, environmental, and industrial development across the state. A total of 29 projects have already been qualified, with a portfolio of more than R$ 494 billion.

The program is based on the principles of project sustainability, legal certainty, regulatory stability, and adherence to national and international best practices. These pillars guide the relationship between the State Government and its private partners.
