São Paulo Government Improves Paranapanema Lot Project Following Public Input

After extensive public engagement through a public consultation and three public hearings, the São Paulo State Government, via the Secretariat of Investment Partnerships (SPI), has improved the Paranapanema Lot concession project based on contributions received from the public. The official bidding notice is expected to be published in April, incorporating public demands and expanding investments in infrastructure and road safety.

More than 250 contributions were reviewed from the public consultation and hearings held in Ourinhos, Itapetininga, and São Paulo. Approximately 53% of the suggestions were fully or partially accepted, demonstrating the state government’s commitment to transparency and citizen participation.

One of the main changes is the expansion of the highway lot, which will now cover 285 kilometers of roads. As a result, projected investments under the contract have increased from R$ 4.7 billion to R$ 5.7 billion. The updated plan also includes structural improvements such as duplications, access points, and pedestrian overpasses, all aimed at improving traffic flow and user safety.

“The inclusion of new works and adjustments to the project show the State Government’s willingness to listen to the public and refine the concession to ensure efficient and safe infrastructure for users,” said Raquel Carneiro, Director of the São Paulo Partnerships Company (CPP).

Key changes based on public feedback include:

  • Revised locations for toll gantries, reducing impacts and ensuring fairer tolls based on the actual distance traveled.
  • New investments, including frontage roads, grade-separated interchanges, and improved access to municipalities.
  • Expanded coverage, including the addition of SPA-326 and SPA-312 highways to the project scope.

The Paranapanema Lot is part of the São Paulo State Investment Partnership Program (PPI-SP) and involves a sponsored concession of roads currently operated by the State Highway Department (DER-SP) for a period of 30 years. With this revised project, the Government of São Paulo reinforces its strategy to modernize the state’s highway network and attract private investment, always focusing on service quality and direct benefits for the population.
