São Paulo advances 3D modeling of projects for concession highways

Paranapanema Lot will also adopt the digital methodology to improve infrastructure planning, efficiency, and cost reduction; Sorocabana Route, Nova Raposo, and Litoral Paulista Lot will follow the same model

The future concessionaire of the Paranapanema Lot, with the auction scheduled for the second quarter of 2025, will be required to document its projects using Building Information Modeling (BIM), a digital construction information approach for project development. The adoption of BIM technology in São Paulo’s new highway projects aims to significantly reduce construction time and improve planning, allowing each detail of the highways to be visualized as if they were being built in real life.

BIM allows for the “virtual construction” of 3D models that integrate detailed information about every aspect of the project—from architecture to structural and installation systems. The methodology will also be applied to the Sorocabana Route and Nova Raposo projects.

“BIM enables more accurate planning, reducing waste and optimizing the use of public resources. With this methodology, we can visualize each stage of the project in a three-dimensional environment even before construction begins, which increases the project’s efficiency and sustainability,” said Raquel Carneiro, director of Companhia Paulista de Parcerias (CPP).

The use of BIM makes it possible to “build virtually” and carry out various types of analyses and simulations, identifying potential problems that would be difficult to detect using traditional design methods. It also functions as a “digital encyclopedia” of the project, where detailed and accurate information can be accessed to facilitate the operation and maintenance of each element throughout its life cycle.

In the case of the Paranapanema Lot, the winning concessionaire must submit a BIM Implementation and Project Development Plan for approval by ARTESP. The Nova Raposo, Sorocabana Route, and Litoral Paulista Lots are also subject to this requirement.

The Paranapanema Lot project includes 282.3 km of highway segments: Raposo Tavares (SP-270), Engenheiro Lauri Simões de Barros Highway (SP-189), Mello Peixoto Highway (SP-278), Ivens Vieira Access Road (SPA-204/270), and Engenheiro Edson Martins de Lara Highway (SPA-245/270). The lot will benefit 13 municipalities in the region: Angatuba, Bernardino de Campos, Buri, Campina do Monte Alegre, Canitar, Chavantes, Ipaussu, Itaí, Itapetininga, Ourinhos, Paranapanema, Piraju, and Tejupá. The total planned investment is R$ 4.7 billion.

PPI-SP is an initiative by the Government of the State of São Paulo aimed at expanding opportunities for investment, employment, and socioeconomic, technological, environmental, and industrial development in the state.

Focusing on highways, mobility, social development, and water/energy, PPI-SP is implementing the largest and most comprehensive private investment program in São Paulo’s history, benefiting the population and driving regional economic growth. A total of 29 projects have already been qualified, representing a portfolio of more than R$ 494 billion.
