Public Consultation on the Circuito das Águas Highway Lot Open Until Friday (21st)

Residents can contribute suggestions to the project, which involves the modernization of 533 km of roads crossing 33 municipalities

The Government of São Paulo, through the Secretariat of Investment Partnerships (SPI), is holding a public consultation until March 21 regarding the concession of the Circuito das Águas Highway Lot. All contributions submitted will be reviewed and may be incorporated into the final project. The submission form is available on the SPI’s official website.

Last week, SPI held three public hearings to present the project and listen to community feedback. These sessions took place in person in Campinas (March 10) and Mogi Guaçu (March 11), as well as a hybrid session at Artesp headquarters in São Paulo (March 14).

The highway lot includes 533 kilometers of road that cut through 33 municipalities and play a key role in supporting the region’s economy, tourism, and mobility. The project foresees R$ 10 billion in investments for road duplications, additional lanes, shoulders, pedestrian overpasses, and other improvements.

The concession will cover sections of the following highways: SP-008, SP-063, SP-095, SP-107, SP-133, SP-147, SP-324, SP-332, SP-340, SP-342, SP-354, and SP-360. Cities that will benefit include Águas da Prata, Águas de Lindóia, Amparo, Artur Nogueira, Atibaia, Bragança Paulista, Caieiras, Cajamar, Campinas, Campo Limpo Paulista, Cosmópolis, Espírito Santo do Pinhal, Franco da Rocha, Holambra, Itapira, Itatiba, Itupeva, Jaguariúna, Jarinu, Jundiaí, Limeira, Lindóia, Mogi Guaçu, Mogi Mirim, Pedreira, Pinhalzinho, Santo Antônio de Posse, São João da Boa Vista, Serra Negra, Socorro, and Vinhedo.

Planned upgrades include:

  • 187 km of road duplications
  • 109 km of additional and third lanes
  • 133 km of new or widened shoulders
  • 137 km of frontage roads
  • A new bypass in Águas da Prata
  • 45 pedestrian overpasses
  • 156 new bus stops
  • 77 access points
  • 112 new special engineering structures

The concession will improve safety and traffic flow through upgraded infrastructure and the adoption of advanced technologies. It will also positively impact the local economy, generating more than 12,000 direct and indirect jobs.

The public notice is scheduled for publication in May 2025, with the auction expected in September and contract signing in January 2026.
