The Government of the State of São Paulo, through the Secretariat for Partnerships and Investments (SPI), has extended by 15 days the public consultation period for the Public-Private Partnership (PPP) project for Urban Development and Housing in the Central Region of São Paulo. The goal is to gather additional public feedback to further improve the project, which foresees the construction of 6,575 new housing units and an estimated total investment of R$ 2.5 billion.
With the extension, interested parties may submit their contributions until November 7. The project materials are available in the data room, which can be accessed by requesting authorization via email at ppphabitacaocentro@cpp.sp.gov.br. Only contributions submitted within the deadline and containing all required information will be considered. The project materials and further information are also available on the SPI website.
The initiative aims to expand the supply of housing through the construction of Social Interest Housing (HIS) units — designated for low-income families — and Affordable Market Housing (HMP) units — targeted at families with monthly incomes between six and ten times the minimum wage, who do not qualify for HIS programs. The project also includes infrastructure works, installation of public facilities, and promotion of local economic and social activities.
Public hearings
In addition to the public consultation period, the public can also participate in public hearings, which provide another opportunity to learn more about the project, clarify questions, and submit contributions before the publication of the concession notice — expected in the first half of 2026. The PPP will be structured in two lots, covering the Sé, República, and Santa Cecília districts, under a 20-year contract.
The hearings will take place on Tuesday (October 21) and Wednesday (October 22), in in-person and online formats, respectively. The October 21 session will be held at 10 a.m. in the Department of Highways (DER) Auditorium, while the October 22 session will be held virtually, at 3 p.m., broadcast live on the official YouTube channel of the Government of São Paulo (www.youtube.com/@governosp).
