Public consultation for lines 10 and 14 open until March 3

Project foresees R$ 19 billion in investment and aims to expand connection between ABC, Guarulhos and the eastern zone

The public consultation for the concession of the ABC–Guarulhos Lot, a project of the Government of São Paulo through the State Partnership Program (PPI-SP), will close on March 3. The initiative covers the existing Line 10–Turquoise and the new Line 14–Onyx, which will connect the ABC region, Guarulhos, and the eastern zone of São Paulo. With more than 70 km of planned extension, the project is expected to serve over 770,000 passengers by 2050.

With estimated investments of R$ 19 billion, the project aims to provide high-quality, accessible, and sustainable transport by integrating the rail system with other modes such as metro and bus. The proposal reinforces the Government of São Paulo’s commitment to urban mobility and infrastructure modernization across Greater São Paulo.

Public hearings were held in February in the cities of São Paulo, Santo André, and Guarulhos to foster dialogue with the population and adjust the project based on local needs and feedback. The final publication of the bidding documents is scheduled for September this year, with the auction expected in December 2025.

Improvements to Line 10–Turquoise

Line 10–Turquoise, which connects the ABC region to downtown São Paulo along a 39 km stretch, will receive three new stations: Bom Retiro (planned connection with Line 11–Coral), São Carlos/Parque da Mooca (planned connection with Metro Line 6–Orange and Line 16–Violet), and ABC (planned connection with Line 14–Onyx). The lot also includes a fourth station as a contingent investment, Pari, with a planned connection to Metro Line 19–Celeste.

Eight stations are expected to undergo renovations and six others will be completely rebuilt. The interval between trains is expected to be reduced from 6 to 4.5 minutes on the section between Bom Retiro and Mauá.

A new peripheral line connecting ABC to Guarulhos through São Paulo’s eastern zone

Line 14–Onyx will extend for 41 km between Guarulhos and Santo André. It is expected to include 23 new stations, with planned connections to Lines 13–Jade (Bonsucesso), 12–Sapphire (São Miguel Paulista), 11–Coral (Corinthians–Itaquera), 3–Red (Corinthians–Itaquera), 16–Violet (Hosp. Santa Marcelina), 15–Silver (Sapopemba), and 10–Turquoise (ABC).

The implementation of this new line is expected to take ten years, with operations beginning in three phases and trains running every 5 minutes.

The consultation materials and submission form are available on the website of the Secretariat for Partnerships and Investments (SPI). To participate, citizens can download the form, fill it in with their suggestions, and send the completed file to the email address ppploteabcguarulhos@sp.gov.br by March 3, 2025.
