The urban mobility axis presents projects aimed at improving public passenger transport services in the State of São Paulo. The project portfolio in this axis includes 11 projects and an estimated investment of USD 44 billion.

Water Crossings

The project involves the concession of the intermunicipal public waterway transportation service for vehicles and passengers within the scope of the São Paulo State Ferry System. It includes eight crossings operated by the Waterway Department in the northern, central, and southern coastal regions of the state; the ferry system of the Metropolitan Water and Energy Company (Emae), which operates three ferries serving the São Paulo Metropolitan Region — Bororé, Taquacetuba, and João Basso; and the ferry service on the Paraibuna reservoir, with three crossings in the Paraíba Valley region: Porto Paraitinga, Porto Natividade da Serra, and Porto Varginha.

Intercity Train North Axis (São Paulo–Campinas)

The North Axis TIC will link the capital to Campinas by rail. The 101 km route will offer express service between Barra Funda, Jundiaí, and Campinas in 64 minutes. It includes three stations and improves intercity transport and urban mobility. The concession also covers the Intermunicipal Train (Jundiaí–Campinas, 44 km) and the Line 7-Ruby metropolitan train. Investments will create over 10,000 jobs, directly or indirectly, benefiting 11 municipalities and 15 million people.

Intercity Train North Axis (São Paulo–Campinas)
Metro Line 16 – Violet

The São Paulo Investment Partnerships Program (PPI-SP) has qualified the implementation of Metro Line 16–Violeta. The new line will help improve public transport mobility by connecting the eastern and western zones of the city.

Phase 1 will cover the regions of Pinheiros, Jardins, Vila Mariana, Ipiranga, Mooca, and Vila Formosa, with 16 stations.

Line 16 is expected to include eight interconnections: Line 1–Blue at Ana Rosa Station; Line 2–Green at Ana Rosa and Anália Franco Stations; Line 4–Yellow at Oscar Freire Station; Line 6–Orange at São Carlos Station; Line 10–Turquoise at São Carlos Station; and the future Line 19–Celeste at Jardim Paulista Station; Line 20–Pink at Teodoro Sampaio Station; and Line 22–Brown also at Teodoro Sampaio Station.

Also known as the “Parks Line,” the new connection will feature stations near Ibirapuera, Aclimação, Independência, and Ceret parks, strengthening cultural activities and leisure opportunities in São Paulo.

Metro Line 16 – Violet
Light Rail Vehicle – Sorocaba

This LRV project in Sorocaba will cover 25 km with 13 stations, enhancing public transport and providing better accessibility to the capital via the West Axis TIC. It also serves as an alternative to car use, reducing carbon emissions and congestion. The existing railway corridor will be repurposed to benefit 760,000 people.

Light Rail Vehicle – Sorocaba
Light Rail Vehicle – Campinas

The Campinas LRV project aligns with the city’s Urban Mobility Plan and will span 44 km, connecting key hubs like the TIC North Axis (to São Paulo) and Viracopos International Airport. Two branches of 22 km each, with 18 stations, will serve 3 municipalities and benefit 1.6 million people, while generating about 3,000 jobs.

Light Rail Vehicle – Campinas
Intercity Train South Axis (São Paulo–Santos)

The Intercity Train (TIC) South Axis will establish a rail link between the capital and the Baixada Santista region. The route, yet to be finalized, will range between 80 and 130 km and take 90 minutes, benefiting 9 municipalities and 1.8 million people. The project will also help reduce traffic on the Anchieta-Imigrantes highway system.

Intercity Train South Axis (São Paulo–Santos)
Intercity Train East Axis (São Paulo–São José dos Campos)

This project enables a rail link from the capital and São Paulo’s Metropolitan Region to the Paraíba Valley, ending in São José dos Campos. The journey will last 75 minutes, passing through four municipalities, benefiting around 2.7 million people.

Intercity Train East Axis (São Paulo–São José dos Campos)
Metro Network Expansion (Lines 19, 20, and 22)

The metro network expansion project includes the implementation of lines 19-Celeste, 20-Rosa, and 22-Marrom. Through a PPP, the project covers expansion, operation, and maintenance services, along with evaluations of strategies for private sector participation. This asset will expand the metro system's capacity in the São Paulo Metropolitan Region. Currently, the metro has 101.1 km of existing lines, and 35.8 km of prioritized extension projects.

Metro Network Expansion (Lines 19, 20, and 22)
Intercity Train – West Axis (São Paulo–Sorocaba)

The Intercity Train West Axis project will enable rail connection between the capital, the São Paulo Metropolitan Region, and the city of Sorocaba. The trip is expected to take 60 minutes and will have four new stations. The projected demand is 50,000 passengers per day. Currently, road travel takes 110 minutes by car and 130 minutes by bus. The proposal is to establish a PPP based on route guidelines by CPTM.

Intercity Train – West Axis (São Paulo–Sorocaba)
ABC Guarulhos Lot: Urban Train Lines 10 and 14

The ABC East Lot project foresees a PPP including Line 10-Turquoise and the implementation of Line 14-Onyx. This project also has a social focus on serving the East Zone. The new Line 14 (a greenfield development of 41 km) will connect radially in São Paulo's Eastern Region with a projected 23 new stations. In total, the project includes 27 new stations (23 for Line 14 and 4 for Line 10), as well as the reconstruction, renovation, and upgrades of all existing stations.

ABC Guarulhos Lot: Urban Train Lines 10 and 14
Alto Tietê Lot: Urban Train Lines 11, 12, and 13

The project foresees a public-private partnership (PPP) including lines 11-Coral, 12-Safira, and 13-Jade, currently operated by CPTM (Companhia Paulista de Trens Metropolitanos). The concession includes a 22.6 km extension, investments in overhead lines, permanent track, and signaling systems, as well as the implementation of equipment and systems. The concession includes the construction of 10 new stations (eight by the new concessionaire and two by the Metro - Penha and Gabriela Mistral), and the reconstruction, expansion, and renovation of stations. This is a socially-oriented project, serving the East Zone, a region with a significant transport deficit in the São Paulo Metropolitan Area, home to over 4.6 million inhabitants with daily commuting needs.
