Peruíbe and Itanhaém to receive well-lit, safer frontage roads under concession

São Paulo state government project ensures delivery of free urban infrastructure with paving, signage, and lighting before toll gantries are installed

Residents of Peruíbe, Itanhaém, Mongaguá, and Praia Grande will benefit from new urban frontage roads between the municipalities. These roads will be free of charge and feature paving, signage, and full lighting. Installation of the lighting system has already begun and is part of the São Paulo state government’s project to modernize highways along the Paulista Coast, under the concession contract operated by CNL.

Electronic toll collection in these cities will only begin in 2027 and will be conditional on the full delivery of these frontage roads, which will serve as toll-free alternatives for local urban traffic. Works will be inspected by the São Paulo State Transport Agency (Artesp), ensuring that benefits are delivered before any charges are applied.

With a total investment of R$ 4.3 billion, the contract covers the duplication of 89.8 km of highways, 108.5 km of frontage roads, and another 212 km of structural improvements spanning the Baixada Santista, Alto Tietê, and Vale do Ribeira regions. The initiative aims to enhance road safety, improve traffic flow, and promote greater mobility for those living and traveling between municipalities in the region.

Since the contract took effect in November 2024, the state government has already completed improvements on around 34 km of lanes, including the application of 17,300 tons of new pavement, repairs to critical sections, and the installation of eight 24-hour user service centers.

“Tolls will only begin after the delivery. This model is transparent, fair, and ensures that local residents receive tangible improvements before any charges,” said Rafael Benini, São Paulo State Secretary for Partnerships and Investments.

The modernization plan also includes pedestrian walkways, bike lanes, CCTV monitoring, connectivity (Wi-Fi), and enhanced road signage and lighting. The goal is to ensure a safer, more modern, and more functional standard for both urban and regional traffic without affecting the daily life of Baixada residents.
