Paranapanema Lot auction secures R$ 5.8 billion to transform Raposo Tavares into a new logistics corridor

Project foresees R$ 5.8 billion in investments, free frontage roads, and safer highways

The São Paulo state government will hold this Friday (5), at 10 a.m., at the São Paulo Stock Exchange (B3), the concession auction for the Paranapanema Lot, which covers 285 kilometers of highways in the state’s interior. The companies Infra BR V Missouri Holding III SA, CS Infra, and the Viaja SP consortium submitted proposals at B3 on Monday (1). The 30-year contract foresees R$ 5.8 billion in private investments, with a focus on road safety, smoother traffic flow, and regional development.

The project is part of the São Paulo State Investment Partnerships Program (PPI-SP), which aims to improve public services, create jobs, and stimulate economic growth.

Planned improvements

The package of works includes the duplication of 147 kilometers of highways, construction of 29 new pedestrian overpasses, installation of 84 bus stops, 56 kilometers of shoulders, 13 kilometers of frontage roads, as well as 15 grade-separated interchanges and 39 at-grade intersections. LED lighting in urban areas, CCTV monitoring, variable message signs, wireless communication coverage, weigh stations, and ambulances for pre-hospital care are also planned.

One of the project’s distinguishing features is the implementation of Siga Fácil, an electronic gantry toll system that replaces physical toll booths and allows for proportional tolling based on the distance traveled. Vehicles are automatically identified by tags or license plates, ensuring smoother and safer traffic.

The system, however, will only come into operation after the delivery of free frontage roads, ensuring that local traffic — particularly neighborhood trips — will not be tolled. The separation of long-distance traffic from frontage roads serving local businesses and residences will make the corridor more efficient and reduce traffic conflicts. This solution will benefit users throughout the concession stretch by optimizing traffic flow, reducing congestion, cutting travel times, and lowering CO₂ emissions, since vehicles will no longer need to stop at physical toll booths.

Regional impact

The Paranapanema Lot covers sections of the Raposo Tavares highway (SP-270), between Ourinhos and Itapetininga, as well as complementary state highways (SP-189, SP-278, SPA-204/270, SPA-245/270, SPA-326, and SPA-312). The initiative directly benefits the municipalities of Angatuba, Bernardino de Campos, Buri, Campina do Monte Alegre, Canitar, Chavantes, Ipaussu, Itaí, Itapetininga, Ourinhos, Paranapanema, Piraju, and Tejupá.

The full duplication of Raposo Tavares along this stretch will transform the road into a new strategic corridor for agribusiness transport, connecting São Paulo’s interior and the Midwest region to the Port of Santos. This will make the highway a competitive alternative to the Castello Branco (SP-280), which is currently overburdened, especially near Barueri.

The São Paulo government expects to provide truckers and freight carriers with two efficient access routes to the port, reducing logistics bottlenecks and boosting the competitiveness of Brazilian agribusiness.

Consolidation of Raposo Tavares

The Paranapanema Lot adds to the Nova Raposo and Rota Sorocabana projects, granted in 2023, forming a fully duplicated and upgraded Raposo Tavares corridor. The state government estimates this setup will increase the road’s attractiveness, distribute traffic more evenly, and reduce pressure on the Castello Branco.

Siga Fácil

Siga Fácil is the São Paulo state government’s system that replaces toll plazas with smart electronic gantries, identifying vehicles by license plates or tags, making the process faster, more efficient, and fairer. With Siga Fácil, drivers pay only for the distance traveled. Supervised by the São Paulo State Transport Agency (Artesp), the system eliminates queues and reduces accidents. It will be gradually implemented in the state’s most recent concession projects, such as Novo Litoral Paulista, Nova Raposo, and Rota Sorocabana, in addition to existing contracts.
