São Paulo State Government launches highway modernization to drive regional growth and logistics development

Novo Litoral Concessionaire already employs 700 professionals — 95% from local communities — and will expand regional hiring as works progress

The Government of São Paulo, through the Litoral Paulista Concession Program, has initiated the modernization of the Padre Manoel da Nóbrega Highway (SP-055), a strategic investment designed to stimulate regional economic development, create jobs, and enhance logistics efficiency in the coastal region.

Novo Litoral Concessionaire currently employs approximately 700 professionals, 95% of whom are from local communities. In addition, an estimated R$55 million in Service Tax (ISS) revenues will be transferred to municipalities over the first five years of the concession, reinforcing local public finances.

The project represents a total investment of R$4.3 billion, including the duplication of 89.8 km of highways, construction of 108.5 km of frontage roads, and more than 212 km of structural upgrades. These improvements will cover Baixada Santista, Alto Tietê and Vale do Ribeira, consolidating a new standard of infrastructure, safety, and mobility for residents and businesses.

To date, R$134 million has already been invested in roadworks such as the restoration of 34 km of lanes with 17,300 tons of new pavement, enhanced signage and lighting, and the construction of permanent 24-hour user service bases. More than 11 million square meters of vegetation management — equivalent to 1,336 soccer fields — have been completed to improve visibility and road safety.

Security has also been strengthened, with over 30 new highway patrol vehicles deployed in November 2024 to increase protection for drivers and pedestrians. Major infrastructure works, including duplications, frontage roads, pedestrian walkways and bike lanes, are now in preparation.

“The modernization of the Padre Manoel da Nóbrega Highway and the associated investments will create a new cycle of opportunities, driven by the growing demand for services dedicated to road users, both from the concessionaire and private partners,” said Rafael Benini, São Paulo State Secretary for Partnerships and Investments.

As part of the modernization package, the project also introduces state-of-the-art technology including CCTV monitoring, expanded connectivity, and upgraded road signage and lighting, ensuring safer and more efficient mobility for residents and visitors.

Electronic tolling will be implemented only after the delivery of priority works, as supervised by the São Paulo State Transport Agency (Artesp). Toll-free frontage roads between Praia Grande and Peruíbe will be fully paved, signed, and illuminated, guaranteeing free access for local residents until completion.

“This transparent and fair model ensures that tolling begins only after delivery. Significant improvements are already visible across multiple municipalities, directly benefiting safety, traffic flow and quality of life,” added the Secretary.

Siga Fácil is São Paulo State’s new smart tolling system, replacing traditional toll plazas with electronic gantries that identify vehicles by license plate or tag. The system eliminates queues, reduces accidents, and charges proportionally to distance traveled in concessions signed from 2024 onward.
