The São Paulo State Government, through the Secretariat of Investment Partnerships (SPI), is advancing the modernization of rail transport with Line 14-Onyx, a new circumferential line that will connect Guarulhos to the ABC region of Greater São Paulo. Stretching 41 km, the new system will feature 90% of its route either underground or elevated, ensuring high operational speed and minimizing interference with urban traffic. By 2040, the line is expected to serve 225,000 passengers per business day, with an average travel time of 1 hour and 30 minutes from end to end.
The project includes the implementation of 23 new stations and the operation of 41 light rail trains (VLTs), each with a capacity of approximately 600 passengers and an average interval of 5 minutes on the main sections. Line 14 will offer seven interconnections with other state metro-rail lines (Lines 13, 12, 11, 3, 16, 15, and 10), becoming a key feeder route linking the ABC region, São Paulo’s East Zone, and Guarulhos.
“Line 14-Onyx will be a milestone for mobility in the São Paulo Metropolitan Region, connecting, for the first time, Guarulhos, the ABC region, and the East Zone of the capital. With 41 km and 23 stations, the new line enhances metro-rail integration, ensuring greater efficiency, accessibility, and quality in public transport,” explains Augusto Almudin, Director of the São Paulo Partnerships Company (CPP).
Line 14-Onyx will include two maintenance complexes – one in the ABC region and another in Jardim Helena – equipped for technical support, train storage, and inspections. The system will use international-standard rail control technology, enhancing safety and operational predictability.
With a total investment of R$ 13.1 billion, construction will be carried out in phases to meet growing demand progressively. Line 14 is part of the SP nos Trilhos program, São Paulo’s rail expansion and modernization initiative, which promotes greater integration, efficiency, and sustainability in urban mobility. The program includes more than 40 projects covering Intercity Trains (TICs), light rail vehicles (VLTs), urban trains, and metro lines. Altogether, the initiatives represent R$ 194 billion in investments and over 1,000 km of rail expansion across Greater São Paulo, the countryside, and the coast, with the potential to create 150,000 jobs.
Investment Partnerships Program
The public-private partnership (PPP) project for the ABC-Guarulhos Lot is part of the state’s Investment Partnerships Program (PPI-SP), which aims to expand investment opportunities, jobs, and socio-economic, technological, environmental, and industrial development in São Paulo. In total, 29 projects have been qualified under the program, with a portfolio exceeding R$ 494 billion.
The program’s strategy is grounded in the sustainability of its projects, legal security, regulatory stability, and adherence to best national and international practices.
