Government of SP presents Santos-Guarujá Tunnel project to European investors

International mission also highlights the concession of coastal and fluvial crossings in agendas in Denmark, Netherlands, and Norway

The Governor of São Paulo, Tarcísio de Freitas, will start on April 21 the third international roadshow of 2025, with agendas in Denmark, Netherlands, and Norway. The goal is to present the main projects of the Investment Partnership Program (PPI-SP), such as the Immersed Tunnel Santos-Guarujá and Water Crossings, to potential international investors.

The São Paulo government delegation will be composed of state authorities, including the Secretary of Investments Partnerships, Rafael Benini, and the Secretary of Communication, Lais Vita. Strategic meetings with executives from leading mobility and engineering companies, including Ballast Nedam, TEC Tunnel, Immontec, Ruter, LNS, Sweco, DFDS, Maersk, and Femern A/S are planned.

“We are promoting a historic transformation in São Paulo’s infrastructure, with projects that connect regions, generate jobs, and improve people’s lives. The Santos-Guarujá Tunnel, for example, awaited for almost 100 years, will finally come to fruition and provide investment and jobs in the region. Our projects are examples of the commitment we have to modernization and efficiency,” says Governor Tarcísio de Freitas.

Among the highlights of the mission is the technical visit to the submerged tunnel Fehmarnbelt, under construction between Denmark and Germany. With a length of 18 kilometers, four road lanes, and two railway lines, the mega structure is considered a global reference and reinforces the technical and logistical potential of the São Paulo project.

At the center of the presentations is the Santos-Guarujá Tunnel, which will be Brazil’s first immersed tunnel. With a length of 1.5 km, 870 meters of which are submerged, the project will feature three lanes in each direction, one of which will be exclusive for the Light Rail Vehicle (VLT), as well as passages for pedestrians and cyclists. The auction is scheduled for August 1, and the estimated investment is R$ 6 billion, through a sponsored concession lasting 30 years.

Another highlight of the portfolio is the concession of coastal and fluvial crossings, which anticipates the operation, modernization, and management of 14 waterway lines for 20 years. The bidding notice is expected for the first half of 2025, with an estimated R$ 1 billion in investments, maintaining the current fare policy, preserving free services, and acquiring 48 vessels, including electric models that will enhance the system’s efficiency and sustainability.

Partnerships and Investments Program

The robustness of the São Paulo program is reflected in the numbers. The PPI-SP brings together more than R$ 550 billion in projected investments in structuring projects, divided into four major pillars: urban mobility, water and energy, highways, and social. Between 2024 and March 2025, ten auctions have already been conducted, with R$ 354 billion in contracted investments, representing more than 60% of the entire program’s portfolio. By the end of 2025, nine more auctions are planned, expecting R$ 63 billion in new contributions, consolidating the PPI-SP as the largest state partnership program in Brazil.

The international agenda reinforces the commitment of the São Paulo government to the modernization of infrastructure, the promotion of sustainable partnerships, and the generation of value for society, with projects that transform the present and prepare the future of the State.
