Government of São Paulo opens public consultation on the PCJ Basin water security concession for climate resilience

Project aims to promote water resilience through improved use of water resources, increasing water availability

The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), opens this Friday (January 9) the public consultation for the Drainage and Water Security concession: Dams, an initiative that is part of an investment package of approximately R$ 25 billion aimed at water security, climate change adaptation and flood prevention. The project is strategic to strengthen the State’s resilience in the medium and long term, expanding response capacity to extreme events and ensuring greater water supply security.

The concession focuses on expanding the water abstraction and distribution system of the Piracicaba, Capivari and Jundiaí river basin (PCJ Basin) through the Regional Water Supply System (SAR-PCJ). The project also includes the operation and maintenance of the Pedreira and Duas Pontes dams and the Camanducaia River Treatment Unit (UTR).

Since 2023, the Government of São Paulo has invested approximately R$ 25 billion in an integrated set of programs, works and actions focused on water security, flood mitigation and climate change adaptation. Coordinated in partnership with the Secretariat for Environment, Infrastructure and Logistics (Semil), through SP Águas, these initiatives reach all regions of the State and combine environmental restoration, urban infrastructure and strengthened water resources management, expanding prevention, monitoring and response capacity to extreme climate events, with direct impacts on risk reduction, water supply security and improved quality of life for the population.

More water and security for the PCJ Basin

The project’s objective is to promote water resilience through better use of water resources, increasing water availability for human consumption and economic development. The project’s area of influence includes 21 municipalities, directly or indirectly benefiting from the infrastructure: Americana, Amparo, Artur Nogueira, Atibaia, Bom Jesus dos Perdões, Campinas, Cosmópolis, Holambra, Hortolândia, Itatiba, Jaguariúna, Limeira, Louveira, Monte Mor, Nova Odessa, Paulínia, Pedreira, Santa Bárbara d’Oeste, Sumaré, Valinhos and Vinhedo.

Among the main expected benefits are the regulation of flows of the Camanducaia and Jaguari rivers and of the Pedreira and Duas Pontes dams, with gains of up to 17,000 liters of water per second; preservation of source water quality; and assurance of regular water supply, increasing system resilience in the face of climate change and population growth, serving urban, rural and industrial areas.

The total estimated investment over the 30-year concession term is R$ 1.9 billion, covering works, systems and infrastructure required to ensure greater water resilience for the PCJ Basin region.

During the public consultation period, society may submit suggestions for project improvement between January 9, 2026, and February 10, 2026, prior to publication of the concession bid notice. Contributions must be sent in writing to segurancahidricasarpcj@cpp.sp.gov.br, using the standard form available on the project page on the SPI website (https://www.parceriaseminvestimentos.sp.gov.br/). Only contributions submitted within the deadline and with all mandatory information completed will be considered. The regulation is also available on the Secretariat’s website.
