This Monday (July 28), the Government of the State of São Paulo is holding the sixth of seven public hearings for the concession project of services related to the removal and impoundment of vehicles seized due to traffic violations in the state. The initiative, coordinated by the Secretariat for Partnerships and Investments (SPI), is currently in a public consultation phase, open to receiving contributions from the public, authorities, and stakeholders until August 8.
During the public hearings — which have already taken place in Campinas, São José do Rio Preto, Ribeirão Preto, Bauru, and Sorocaba — the project studies are being presented and suggestions from society are being collected to enhance the model. Monday’s in-person meeting will take place at 11 a.m. at the São José dos Campos Technology Innovation Park (Estr. Dr. Altino Bondesan, 500 – Eugênio de Melo), and will also be livestreamed on the Government’s YouTube channel (www.youtube.com/governosp).
The project proposes unifying and standardizing the collection, custody, management, auction preparation, and return of vehicles. The concession will be structured in seven lots, covering all 645 municipalities in the state of São Paulo.
The São José dos Campos hearing will address the aspects related to Lot 7 of the concession. In addition to the city itself, 61 other municipalities are included in this lot, such as Campos do Jordão, Caraguatatuba, Guaratinguetá, Mogi das Cruzes, Itanhaém, Jacareí, Praia Grande, Santos, São Sebastião, Taubaté, and Ubatuba, among others. The region has a fleet of 4 million vehicles, with an estimated annual service demand of approximately 36,000 vehicles. Currently, the service is provided in a decentralized manner across the state. The Department of Highways (DER/SP) operates 42 yards, while the São Paulo State Traffic Department (Detran/SP) manages 43 municipal agreements — in which city governments contract the yards — and 168 direct management contracts with private operators. This model leads to inconsistencies in procedures, fees charged, and yard conditions, making it difficult to standardize and modernize the service.
The project provides a range of direct benefits for both the population and public management. It aims to improve the efficiency of traffic enforcement by reducing agents’ operation time and increasing their ability to act in cities and on highways. Removal and custody services will be carried out in a standardized manner, with improved security, quality, and transparency, ensuring the protection of owners’ property.
Additionally, the project includes the implementation of an integrated technology platform, fleet tracking, and digital service channels. It will also include performance targets, incentives for sustainable practices, and recognition of initiatives aligned with environmental, social, and governance (ESG) criteria. The concession will be regulated by the São Paulo State Regulatory Agency for Public Services (Arsesp), with technical oversight from Detran/SP, DER/SP, and an independent auditor.
The final public hearing, for the sixth concession lot, will take place next Tuesday (July 29) in São Paulo.
