Government of São Paulo holds public hearing in Campinas on the concession of vehicle removal and custody services

Public consultation period for the project is open until August 8

The Government of the State of São Paulo is holding this Monday (July 21) the first of seven public hearings for the concession project concerning the removal and custody of vehicles impounded due to traffic violations in the state. The initiative, coordinated by the State Secretariat for Partnerships and Investments (SPI), is currently under public consultation to receive contributions from the population, public authorities, and stakeholders until August 8.

During the public hearings, the project studies will be presented, and suggestions from society will be gathered to improve the proposed model. Today’s in-person hearing will take place at 11 a.m. at the City Hall of Campinas (Av. Anchieta, 200 – Centro, Campinas) and will be livestreamed on the Government’s YouTube channel (www.youtube.com/governosp).

The new model aims to unify and standardize the processes of vehicle removal, custody, management, auction preparation, and restitution. The concession will be structured into seven lots covering all 645 municipalities in the state of São Paulo.

In the Campinas hearing, topics related to Lot 4 of the concession will be discussed. In addition to Campinas, the lot includes 36 other municipalities in the region, such as Bragança Paulista, Atibaia, Americana, Indaiatuba, Jaguariúna, Jundiaí, Itatiba, Paulínia, Sumaré, Valinhos, and Vinhedo. The region has a fleet of 4 million vehicles, with an estimated annual service demand of approximately 35,000 vehicles. Currently, the service is provided in a decentralized manner. The State Roads Department (DER/SP) operates 42 yards, while the São Paulo State Traffic Department (Detran/SP) has 43 municipal agreements — under which city governments contract yards — and 168 direct private management contracts. This model leads to discrepancies in procedures, service fees, and yard conditions, hindering standardization and modernization.

The project is expected to deliver several direct benefits for the population and public administration. It aims to increase the efficiency of traffic enforcement by reducing officers’ operational time and enhancing their effectiveness on roads and city streets. The removal and custody services will be carried out in a standardized manner, with increased safety, quality, and transparency, ensuring the preservation of vehicle owners’ property.

Additionally, the project includes the implementation of an integrated technology platform, fleet tracking, and digital service channels. It will also establish performance targets, promote sustainable practices, and recognize initiatives aligned with environmental, social, and governance (ESG) criteria. The concession will be regulated by the São Paulo State Public Services Regulatory Agency (Arsesp), with technical oversight by Detran/SP, DER/SP, and an independent verifier.

Public hearings for the remaining concession lots will be held in the following cities: São José do Rio Preto (July 22), Ribeirão Preto (July 23), Bauru (July 24), Sorocaba (July 25), São José dos Campos (July 28), and São Paulo (July 29).
