Government of São Paulo announces new date for the New Administrative Center PPP auction

Companies requested additional time to finalize guarantees and documentation; auction will be held on February 26, 2026; bid notice was republished this Thursday (18)

The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), republished the bid notice for the Public-Private Partnership (PPP) of the New Administrative Center in Campos Elíseos this Thursday (18), setting a new date for the auction, scheduled for February 26, 2026, at 10 a.m., at the headquarters of B3 (São Paulo Stock Exchange), in São Paulo. The submission of bid envelopes will take place on February 23, 2026.

The schedule update follows requests from interested companies, which asked for additional time to complete the submission of guarantees and finalize complementary documentation required for the bidding stage. Responding to these requests—common practice in large-scale projects—the Government of São Paulo adjusted the timeline to ensure broad participation, competitiveness and security throughout the process.

With estimated investments of R$ 6 billion, the project foresees the construction, in the Campos Elíseos district, of seven buildings and ten towers that will house the Governor’s Office as well as state secretariats and agencies currently spread across more than 40 locations in the city. The initiative modernizes public administration, reduces administrative costs and strengthens the urban revitalization of downtown São Paulo, preserving historic heritage and expanding services for the population. The new complex will accommodate approximately 22,000 civil servants and will include a theater, auditoriums, multi-purpose rooms and other facilities.

The neighborhood revitalization plan also includes the restoration of 17 listed historic buildings and an expansion of more than 40% of the green areas at Princesa Isabel Park. The project also foresees 25,000 square meters dedicated to retail and services, strengthening local economic development and promoting mixed-use development, in addition to the construction of a new bus terminal connected to the Luz Metro and CPTM stations, improving urban mobility in the capital.

The new buildings will hold LEED Gold international certification and will incorporate energy, thermal and environmental efficiency solutions. The project is expected to generate approximately 38,000 jobs during the construction phase and 2,800 formal jobs in local commerce and services.

The concession, prepared by the Secretariat for Investment Partnerships (SPI) with technical support from the São Paulo Partnerships Company, will be implemented through a 30-year Public-Private Partnership (PPP). The bid evaluation criterion will be the highest discount on the maximum monthly public consideration, set at R$ 76.6 million. The winning concessionaire will be responsible for operating and maintaining the complex throughout the concession period, including cleaning, security and maintenance services. The winning bidder will be the one offering the highest discount.

During the bidding process, the project received broad public participation. Two Public Hearings were held in February 2025, with more than 80 submissions, and the Public Consultation received more than 268 contributions between January and March.

The architectural design is another highlight of the project. It was selected through a national public competition organized by the Institute of Architects of Brazil – São Paulo Department (IAB), which recorded a record number of entries. The winning proposal, by Ópera Quatro Arquitetura, will be responsible for developing the basic and executive designs.
