Government of São Paulo advances concession of the New Administrative Center

Seven-building, ten-tower complex will house 22 thousand civil servants, reducing costs and promoting urban and historic revitalization of Campos Elíseos

The Government of São Paulo, through the State Secretariat for Investment Partnerships (SPI), is receiving today (24) the bids from companies interested in the concession of the New Administrative Center. Documents will be submitted both in person and online at the headquarters and digital platform of B3 (São Paulo Stock Exchange) until 11 a.m. The auction, a decisive stage for enabling the project, is scheduled for next Friday (28) at 2 p.m., also at B3.

With estimated investments of R$ 6 billion, the project foresees the construction of seven buildings and ten towers in Campos Elíseos, which will house the Governor’s Office and multiple state secretariats and agencies currently located across more than 40 addresses in the city. The initiative modernizes public administration, reduces operating costs and strengthens the urban revitalization of downtown São Paulo, preserving historical heritage and expanding public services. The new complex will host about 22 thousand civil servants and will include a theater, auditoriums, multi-purpose rooms and additional facilities.

The neighborhood revitalization plan also includes the restoration of 17 heritage-listed buildings and a more than 40% expansion of green areas in Parque Princesa Isabel. The project foresees 25 thousand square meters dedicated to retail and services, boosting local economic development and promoting mixed-use land occupation, as well as the construction of a new bus terminal connected to Luz Station of the Metro and CPTM, improving urban mobility.

The new buildings will have LEED Gold international certification and feature energy-efficient, thermal and environmental solutions. Construction is expected to generate 38 thousand jobs, in addition to 2.8 thousand permanent positions in local commerce and services.

The concession, prepared by SPI with technical support from the São Paulo Partnerships Company, will be implemented through a 30-year Public-Private Partnership (PPP). The bid evaluation criterion will be the highest discount on the maximum monthly public consideration, set at R$ 76.6 million. The concessionaire will be responsible for operating and maintaining the complex throughout the entire contract period, including cleaning, security and maintenance services. The winning bidder will be the one offering the largest discount.

During the bidding process, the project received broad public participation. Two Public Hearings were held in February 2025, with more than 80 contributions, and the Public Consultation received more than 268 submissions between January and March.

The architectural design is another highlight. It was selected through a national public competition organized by the Institute of Architects of Brazil – São Paulo Department (IAB), which registered a record number of submissions. The winning proposal, by Opera Quatro Arquitetura, will be responsible for preparing the basic and executive designs.
