Concession project for vehicle removal and impound services in São Paulo holds final public hearing and concludes consultation period this week

Public hearing to be held this Thursday (August 7) in São José do Rio Preto; deadline for submitting contributions ends Friday (August 8)

The Government of São Paulo will hold the final public hearing this Thursday (August 7) in São José do Rio Preto on the concession project for the removal and impound services of vehicles seized for traffic violations in the state. The initiative, coordinated by the Secretariat for Partnerships and Investments (SPI), is accepting public contributions from citizens, authorities, and interested parties until this Friday (August 8). All submissions will be reviewed and may be incorporated into the project.

During the public hearings — already held in person in Campinas, São José do Rio Preto, Ribeirão Preto, Bauru, Sorocaba, São José dos Campos, and São Paulo — the project studies have been presented and suggestions collected for improvement. The new meeting in São José do Rio Preto will take place at 11 a.m. at the Government’s Regional Office (Av. Floriano André Cabrera, s/nº – Jardim São Marcos).

The concession aims to unify and standardize the collection, custody, management, auction preparation, and return of vehicles. The structure will be divided into seven lots, covering all 645 municipalities in the state of São Paulo.

The São José do Rio Preto hearing will focus on Lot 2 of the concession. In addition to the host city, the lot includes 186 other municipalities, such as Araçatuba, Araraquara, Limeira, Pirassununga, Piracicaba, Rio Claro, São Carlos, and others. The region, which previously hosted a hearing on July 22, has a vehicle fleet of 4 million and an estimated annual service demand of approximately 37,000 vehicles.

Currently, services in the state are provided in a decentralized manner. The Department of Highways (DER/SP) operates 42 yards across the state, while Detran/SP relies on 34 municipal agreements — in which local governments contract yard operators — and 163 yards with no formal link to Detran/SP but that may still receive vehicle removal requests. This fragmented model results in variations in procedures, fees charged, and yard conditions, hindering standardization and modernization of the service.

The project includes a range of direct benefits for both the population and public administration. The new model aims to increase the efficiency of traffic enforcement by reducing officers’ operating time and expanding their capacity to act in both urban and highway environments. The removal and custody services will be delivered in a standardized manner, ensuring greater safety, quality, and transparency, and guaranteeing the preservation of vehicle owners’ property.

In addition, the project calls for the implementation of an integrated digital platform, fleet tracking systems, and online service channels. It will also set performance targets, promote sustainable practices, and recognize initiatives aligned with environmental, social, and governance (ESG) criteria. Concessionaires will be required to meet environmental preservation standards, including wastewater control, waste management, and adequate technical areas, in accordance with applicable regulations. The concession will be regulated by the São Paulo State Regulatory Agency for Public Services (Arsesp), with technical oversight from Detran/SP, DER/SP, and an independent verifier.
