Coastal concession to duplicate 90 km of highways to enable logistics ring to the Port of Santos

Of the 212 km included in the coastal lot, about 90 km will be duplicated, strengthening the route with a new logistics option to the Anchieta–Imigrantes system

The Litoral Paulista Lot plans the duplication of 90 km, covering 42% of the entire concessioned network. With planned investments of R$ 4.3 billion, in addition to the duplicated stretches, the works package includes new frontage roads, bike lanes, pedestrian overpasses, and pavement recovery. The construction schedule is expected to run until 2030 and was designed to minimize impacts and provide greater comfort for drivers during the interventions.

The same quality standard of São Paulo’s concessioned highways — which account for nine of the ten best roads in Brazil, eight of them under state concessions, according to the 2024 CNT Highway Survey by the National Confederation of Transport — will now be brought to the South Coast, Vale do Ribeira, and Alto Tietê, ensuring greater safety, smoother traffic, and regional development.

With total estimated investments of R$ 4.3 billion, the ongoing works will enhance road safety and traffic flow, while also boosting tourism and creating new logistics alternatives for the flow of a large share of Brazil’s GDP through the Port of Santos. Road modernization will also stimulate the regional economy by generating jobs and income for coastal municipalities.

“The Litoral Paulista concession, together with the Rota Sorocabana concession, makes it possible to create a logistics ring in São Paulo state. The duplication between Miracatu and Peruíbe, the construction of frontage roads from Peruíbe to Praia Grande, and the connection with other highways such as SP-065 – Dom Pedro I Highway and the duplication of the Bertioga–Santos section will provide a new access to the Port of Santos and help ease pressure on the Anchieta–Imigrantes system. This improves logistics for the entire state,” highlights Rafael Benini, São Paulo’s Secretary of Partnerships and Investments.

Ongoing improvements
Currently, around R$ 234 million in emergency works are underway, focusing on the recovery of 212 km of pavement, improved vertical and horizontal signage, lighting, drainage, slope containment, and other essential interventions to increase safety, comfort, and traffic flow.

In addition, users already benefit from a full operational structure, active 24 hours a day, which includes pre-hospital care with mobile ICUs, vehicle removal, road inspection, firefighting, and eight User Service Stations (SAUs).

Siga Fácil
Siga Fácil is the São Paulo state government’s system that replaces toll plazas with intelligent electronic gantries, identifying vehicles by license plates or tags, making the process faster, more efficient, and fairer. With Siga Fácil, drivers pay only for the distance traveled. Supervised by the São Paulo State Transport Agency (Artesp), it eliminates queues and reduces accidents. The system will be gradually implemented in the newest concession projects, such as Novo Litoral Paulista, Nova Raposo, and Rota Sorocabana, in addition to existing contracts.
