Auction of São Paulo Government’s New Administrative Center to take place at the end of the month

The process, scheduled for February 26, will select the company responsible for the construction and maintenance of the new headquarters.

The capital of São Paulo is about to experience another major milestone in its urban renewal process: the auction of the Public-Private Partnership (PPP) for the New Campos Elíseos Administrative Center. Scheduled for the 26th of this month, the bidding process will select the company responsible for building and maintaining the complex. The initiative, one of the largest currently under development in the city, will structurally reconfigure the central region and modernize public administration.

“It is a project that restores the historical importance of Campos Elíseos, points toward the revitalization of the downtown area, and strengthens the efficiency of public management,” said the State Secretary for Strategic Projects, Guilherme Afif.

The New Administrative Center project, led by the Secretariat of Partnerships and Investments (SPI) and integrated into the Investment Partnerships Program of the State of São Paulo (PPI-SP), provides for the centralization of state administration in a single complex of seven buildings and ten towers, bringing together approximately 22,000 public servants currently spread across more than 40 addresses throughout the capital.

With estimated investments of R$ 6 billion, the initiative modernizes public management, reduces administrative costs, and strengthens the urban revitalization of the city center, while preserving historic heritage and expanding services to the population. In addition to housing more than 22,000 public servants, the new structure will include a theater, auditoriums, multipurpose rooms, and other facilities.

The concession, structured by SPI with technical support from Companhia Paulista de Parcerias and coordination by the Extraordinary Secretariat for Strategic Projects, will be carried out through a Public-Private Partnership (PPP) with a 30-year contract term. The award criterion will be the highest discount on the maximum monthly public payment, set at R$ 76.6 million. The winning concessionaire will be responsible for operating and maintaining the complex throughout the concession period, including cleaning, security, and maintenance services.

The architectural design was selected through a national public competition that recorded a record number of entries. The winning proposal was submitted by Ópera Quatro Arquitetura, which will be hired by the concessionaire to prepare the basic and executive designs.

How will downtown São Paulo change?

The construction of the new center will bring changes to the area. The Princesa Isabel bus terminal, located in front of Palácio Campos Elíseos, will be removed and relocated to Cásper Líbero Avenue, near Luz Station. In addition, residential properties will be expropriated. In such cases, the Government of São Paulo will oversee assistance to the population affected by the changes.

The neighborhood’s revitalization also includes the restoration of 17 listed heritage properties and an expansion of more than 40% of the green areas in Princesa Isabel Park. The project also provides for 25,000 square meters of active frontage dedicated to commerce and services, strengthening local economic development and promoting mixed-use occupation, as well as the construction of a new bus terminal connected to Luz Metro and CPTM Station, enhancing urban mobility in the capital.

The new buildings will receive international LEED Gold certification and incorporate energy, thermal, and environmental efficiency solutions. The project is expected to generate 38,000 jobs during the construction phase and 2,800 formal jobs in local commerce and services.
