Government of São Paulo allocates R$ 2.6 billion for the Santos–Guarujá tunnel project

Measure secures project funding and keeps on schedule a work awaited for more than a century

The Government of São Paulo published this Friday (20), in the Official State Gazette, a decree authorizing the opening of supplementary credit amounting to R$ 2.64 billion in the budget of the Secretariat for Investment Partnerships (SPI), allocated to the Santos–Guarujá Tunnel project.

The measure strengthens the State’s financial capacity to execute the Santos–Guarujá Tunnel, one of the most eagerly awaited infrastructure projects in the country and a historic demand of the Baixada Santista region, discussed for more than a century as a definitive solution for the connection between the two municipalities.

The project provides for the construction of Brazil’s first immersed tunnel, connecting Santos and Guarujá through a structure approximately 1.5 km long, including around 870 meters of immersed section. The new connection will partially replace dependence on the ferry system and road routes, reducing travel time, which today can reach up to one hour, to as little as 5 minutes.

In addition to improving urban mobility, the project will have a direct impact on the logistics of the Port of Santos, the largest in Latin America, by facilitating cargo flow and reducing operational bottlenecks in the region.

Structured as a Public-Private Partnership (PPP) by the State of São Paulo’s Secretariat for Investment Partnerships (SPI), the project involves the participation of the Government of São Paulo, the Federal Government and the private sector. The auction was held in September 2025, with Mota-Engil winning the bid and becoming responsible for the construction, operation and maintenance of the tunnel.

The project model went through a public consultation process, and the documents were made available to the market since the publication of the bid notice in June 2025.

The project schedule remains unchanged, and the contractual model ensures continuity of execution, with deadlines being met on a regular basis.

The supplementary credit was authorized through Decree No. 70.472/2026, in compliance with current budget legislation, and is part of the State’s planning to enable strategic investments and expand São Paulo’s logistics and economic capacity.
