São Paulo government to hold auction for the new administrative center this thursday

With estimated investments of R$ 6 billion, the complex of seven buildings and ten towers will centralize state secretariats and agencies, bringing together more than 22,000 public servants

The Government of São Paulo will hold this Thursday (26), starting at 10 a.m., at the headquarters of B3 (São Paulo Stock Exchange), the auction that will define the company responsible for building and managing the New Administrative Center. Last Monday (23), the Acciona-Construcap and MEZ-RZK Novo Centro consortia submitted their proposals to compete for the concession that will enable the construction of the new government headquarters while promoting urban revitalization in downtown São Paulo.

With estimated investments of R$ 6 billion, the project includes the construction, in the Campos Elíseos district, of seven buildings and ten towers that will house the Governor’s Office, as well as state secretariats and agencies currently spread across more than 40 addresses throughout the city. The initiative modernizes public management, reduces administrative costs, and strengthens urban revitalization in the city center, preserving historical heritage and expanding services to the population. The new structure will accommodate approximately 22,000 public servants and will include a theater, auditoriums, multipurpose rooms, and other facilities.

“The New Administrative Center of the São Paulo Government represents one of the largest architectural projects in the history of the capital. We are talking about an initiative that goes far beyond reorganizing the State: it combines administrative efficiency, recovery of historical heritage, and social transformation in the heart of São Paulo. More than building structures, we are repositioning downtown São Paulo as a space for coexistence, citizenship, and human development,” said Guilherme Afif, State Secretary for Strategic Projects.

The project also includes the restoration of 17 listed heritage properties and an expansion of more than 40% of the green areas of Princesa Isabel Park. The area will feature 25,000 square meters dedicated to commerce and services, strengthening urban development and the local economy, as well as the construction of a new bus terminal to improve urban mobility in the capital.

The new buildings will receive international LEED Gold certification and incorporate energy, thermal, and environmental efficiency solutions. The project is expected to generate 38,000 jobs during the construction phase and 2,800 formal jobs in local commerce and services.

The concession, structured by the Secretariat of Partnerships and Investments (SPI), with technical support from Companhia Paulista de Parcerias, will be carried out as a Public-Private Partnership (PPP) with a 30-year contract. The selection criterion will be the highest discount offered on the maximum monthly public payment, set at R$ 76.6 million. The winning bidder will be the company that offers the greatest discount on the State’s public payment. The Government will make payments as provided in the contract, according to the concessionaire’s performance, to ensure the project’s financial sustainability. The future concessionaire will be responsible for operating and maintaining the complex throughout the concession period, including cleaning, security, and maintenance services.

During the bidding phase, the project included broad public participation. Two Public Hearings were held in February 2025, with more than 80 statements, and a Public Consultation received more than 268 contributions between January and March.

The architectural design is another highlight of the project. It was selected through a national public competition organized by the Brazilian Institute of Architects – São Paulo Department (IAB), which recorded a record number of entries. The winning proposal, submitted by Ópera Quatro Arquitetura, will be responsible for preparing the basic and executive designs.

Public approval

The relocation of the Administrative Center to the heart of the capital also has strong public approval. A survey conducted by the Datafolha Institute, which interviewed 1,564 people in São Paulo, revealed that 83% of residents or workers in the central region believe the area will become safer. Respondents also expect improvements in urban cleanliness (80%), job opportunities (74%), tourism in the region (70%), and housing conditions (55%). Among the city’s overall population, 64% of São Paulo residents consider the move excellent or good, and 77% believe security conditions will improve. Additionally, between 79% and 84% believe the project brings more benefits than drawbacks for residents, business owners, workers, and the city as a whole.

Investment Partnerships Program (PPI-SP)

The New Administrative Center project is part of PPI-SP, an initiative of the State Government aimed at expanding opportunities for investment, employment, socio-economic, technological, environmental, and industrial development in São Paulo.

With a focus on Highways, Mobility, Social Infrastructure, and Water/Energy, PPI-SP is carrying out the largest and most comprehensive private investment program in São Paulo’s history, benefiting the population and boosting regional economic growth. In total, more than 30 projects have been qualified, with an investment portfolio exceeding R$ 550 billion.
