Government of São Paulo publishes bid notice for the Campos do Jordão Railway concession

Auction will be held at the São Paulo Stock Exchange on April 29, 2026; project focuses on railway tourism, cycle tourism and the enhancement of historic assets

The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), published this Monday (19) the bid notice for the concession of the Campos do Jordão Railway, a project aimed at enhancing tourism and the historic heritage of the Serra da Mantiqueira region. The auction is scheduled for April 29, 2026, at B3, the São Paulo Stock Exchange, and will select the private partner responsible for operating and revitalizing the railway tourism complex.

Over the term of the contract, investments of approximately R$ 315 million are planned for the modernization and maintenance of the railway, including stations, historic trains and other structures supporting tourism operations. The bid notice also provides for the revitalization and reopening of Reino das Águas Claras Park, with free public access, expanding the supply of leisure and social interaction spaces.

The concession proposes a new integrated use of the historic railway, combining tourist train rides with outdoor leisure attractions. One of the highlights is the implementation of a tourist cycling trail along the railway alignment, connecting the district of Eugênio Lefèvre to downtown Pindamonhangaba. The proposal creates a route focused on cycle tourism, contact with nature and cultural experiences, expanding visitation options in the region.

The project provides that the trail will be implemented with solutions ensuring comfort and safety for users, allowing crossings over existing rivers and highways and ensuring route continuity. The initiative responds to demands presented by municipalities in the region and reinforces the tourism vocation of the Paraíba Valley, with a focus on outdoor activities and experiential tourism.

In addition to railway tours—such as the traditional steam train in Campos do Jordão and tourist connections with Santo Antônio do Pinhal—the project expands leisure and tourism offerings in the region with cycling trails, a BMX track, parking facilities for tourist buses at the Campos do Jordão Gateway and the possibility of visitor-oriented services such as food and themed activities. The concession also provides for the preservation of historic railway assets and social initiatives, including the provision of free educational tours for students from the public school system in the region.
