Government of São Paulo publishes bid notice for the concession of vehicle removal and storage services

Project modernizes yard management, expands transparency, incorporates mandatory environmental practices and ensures a uniform service standard across the State

The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), published the bid notice for the concession of vehicle removal and storage services of Detran-SP and DER-SP in the State of São Paulo, including the stages of removal, custody, preparation for auction and return of vehicles seized by state traffic authorities.

The project establishes a new model for the management of vehicle yards, focused on operational efficiency, technological innovation, standardization of procedures and the incorporation of environmental and governance practices.

The concession covers all 645 municipalities in São Paulo State, organized into seven regional lots, allowing service coverage to be expanded and ensuring a uniform operating standard throughout the State. The total estimated investment is approximately R$ 556.3 million over a 26-year contract term, with the first year dedicated to implementation of the new model and the remaining years to operation.

In addition to publication of the bid notice, the expected dates for the concession auction were also confirmed. Submission of bid envelopes is scheduled for April 29, 2026, at B3, by 11 a.m. The auction will take place on May 7, 2026, also at B3, at 2 p.m.

New management standard and greater efficiency for citizens

The project was structured to address historical weaknesses of the current model, marked by wide variation in the quality of yards and services provided. Under the concession, future operators must comply with mandatory minimum technical requirements covering infrastructure, security, vehicle traceability and process digitalization. In addition to improving service quality for citizens, the new model reduces the time traffic agents dedicate to removal operations, increasing capacity for enforcement and traffic education activities in cities and on highways.

The concession also encourages job and income generation in the regions where yards will be located, promoting the participation of local micro and small enterprises, as provided for in the operating model.

Among the guidelines of the new model are the use of digital platforms for vehicle management, monitoring and release, as well as the strengthening of control and oversight mechanisms. The expectation is to increase procedural predictability, provide greater transparency to citizens and improve the efficiency of traffic authorities’ actions. Each lot must implement a data and information management system that, integrated with the State’s Central Platform, will form the project’s technological platform, ensuring traceability, access to vehicle information at any time and greater operational control.

The bid notice also establishes regional coverage targets, determining that 90% of seized vehicles must be sent to yards located within 30 kilometers of the point of seizure, contributing to reduced logistics costs and optimized user service. Estimated annual service volume ranges from 305,000 to 400,000 vehicles, covering 100% of removal and custody operations carried out in the State.

The model also creates incentives for faster vehicle retrieval, with a 25% discount on storage fees for owners who release their vehicles within seven days.

Mandatory environmental practices

The project establishes clear obligations related to sanitary and environmental safety at vehicle yards. Concessionaires must ensure adequate conditions for vehicle storage, including full perimeter fencing, access control and infrastructure compliant with current legislation, including measures aimed at preventing sanitary risks and the formation of zoonotic disease vector breeding sites.

Operators will also be required to ensure proper disposal of waste generated by operations, in compliance with applicable environmental and sanitary regulations. The objective is to correct distortions in the current scenario, in which many yards operate without adequate environmental control infrastructure.

Dialogue with society and project improvement

The model was developed based on a broad listening process. The proposal underwent a public consultation between July 8 and August 8, during which society was able to submit contributions and suggestions for improvement. In addition, eight public hearings were held to receive suggestions for enhancement in different regions of the State.

Approximately 200 contributions received during the public consultation were analyzed by technical teams prior to consolidation of the bid notice, reinforcing the Government of São Paulo’s commitment to transparency, dialogue and social participation in structuring partnership projects with the private sector.

With publication of the bid notice, the State advances in modernizing the management of vehicle removal and storage services, establishing a more efficient, sustainable and governance-aligned model, with direct benefits for public administration and the population.
