São Paulo state government publishes public notice for Rota Mogiana highway concession

Project received 284 public contributions and expands investment and safety across more than 500 km of highways in the state’s interior

The Government of São Paulo, through the Secretariat for Partnerships and Investments (SPI), published this Friday (24) the public notice for the Rota Mogiana highway concession — one of the main projects within the State’s Investment Partnerships Program (PPI-SP). The model was refined following 284 public contributions collected during consultations and hearings, resulting in technical adjustments and improvements incorporated into the final notice. The auction is scheduled for February 27, 2026, at the B3 stock exchange in São Paulo.

Covering 520 kilometers, the project foresees R$ 8.9 billion in investments for duplication, third-lane construction, marginal roads, shoulders, pedestrian overpasses, as well as modernization of access interchanges and the new Águas da Prata bypass. The future concessionaire will be responsible for expansion, operation, maintenance, and management of the road network over a 30-year contract period.

“We are delivering a robust project, developed through an extensive public consultation process and refined based on contributions from society and the municipalities involved. The new Rota Mogiana will strengthen the state’s logistics infrastructure, enhance road safety, and drive regional development,” said Rafael Benini, São Paulo’s Secretary for Partnerships and Investments.

The improvements included in the notice encompass:

  • 217 km of highway duplications;
  • 138 km of third lanes;
  • 151 upgraded or new access interchanges
  • 96 km of marginal roads;
  • 59 new pedestrian overpasses;
  • 135 upgraded or new bus stops; and
  • 1 new bypass road.

Public participation and project scope

The project reflects a comprehensive technical review led by SPI and Artesp (São Paulo State Transport Agency), based on the 284 public contributions, 83% of which were fully or partially accepted. This process resulted in a more transparent and balanced model that addresses regional needs while maintaining a strong focus on safety, traffic flow, and service quality.

The updated project incorporates sections currently operated by Renovias. The highways previously divided between the Rota Mogiana and Circuito das Águas lots have now been merged into a single, unified concession — Rota Mogiana — ensuring greater logistical integration and efficiency.

Among the key improvements are duplications along highways SP-333, SP-338, SP-342, SP-350, SP-344, SP-107, SP-133, and SP-215; additional lanes on SP-340 and SP-350; a new bypass in Águas da Prata; and new bike lanes on SP-107 and SP-342. With the revised design, the Rota Mogiana project moves forward to auction, while Circuito das Águas remains under technical review by SPI.

Regional development

São Paulo’s concessioned highways are a national benchmark in quality. According to a study by the National Confederation of Transport (CNT), nine of Brazil’s ten best highways are located in São Paulo — eight of them concessioned — reflecting the success of the state’s modern management and investment model, which has reduced accident and fatality rates by more than 50%.

In addition to improving infrastructure and safety, the Rota Mogiana concession is expected to boost regional economic growth, generating thousands of jobs and benefiting sectors such as logistics, agriculture, commerce, and services across the participating municipalities.

The project is part of SP pra Toda Obra, the largest highway investment program in the state’s history, with over R$ 30 billion in investments and 1,500 projects spanning 22,000 km of public and concessioned roads.
