São Paulo state government holds public hearings for PPP on dredging of Tietê and Pinheiros rivers

Sessions aim to present technical details, clarify questions, and gather public input on october 28 and 29

The Government of the State of São Paulo, through the Secretariat for Partnerships and Investments (SPI), will hold public hearings to present and discuss the Public-Private Partnership (PPP) project for dredging and maintenance of the Tietê and Pinheiros rivers. The announcement was published in a special edition of the State Official Gazette this Tuesday (14).

The public hearings aim to provide project details, clarify questions, and gather feedback from the public before publication of the final concession notice. The initiative is part of the São Paulo State Investment Partnerships Program (PPI-SP) and seeks to improve water management, prevent flooding, and ensure the continuous maintenance of two of the main waterways in the São Paulo Metropolitan Region.

The in-person session will be held on October 28, 2025 (Tuesday), at 10 a.m., at the Department of Highways (DER) auditorium, located at Avenida do Estado, No. 777, 5th floor, Bom Retiro, São Paulo. The virtual hearing will take place on October 29, 2025 (Wednesday), at 3 p.m., broadcast live on the official YouTube channel of the Government of São Paulo (www.youtube.com/@governosp).

Benefits
The goal is to enhance climate resilience and reduce flood risks by maintaining the flow and storage capacity of the Tietê River — between the Ponte Nova and Pirapora dams — and the Pinheiros River, from the Pedreira dam to its confluence with the Tietê River, including the Guarapiranga Canal.

Over the 15-year concession, approximately R$ 9.5 billion will be allocated — R$ 1.7 billion in investments and R$ 7.76 billion in operational expenses — to address sediment accumulation and generate lasting benefits for urban infrastructure, the environment, and residents’ quality of life.

Twelve municipalities will benefit directly: Salesópolis, Biritiba Mirim, Mogi das Cruzes, Suzano, Itaquaquecetuba, São Paulo, Guarulhos, Osasco, Carapicuíba, Barueri, Santana de Parnaíba, and Pirapora do Bom Jesus. However, the project’s impact will extend to the entire Tietê Basin.
