The Government of the State of São Paulo, through the Secretariat for Partnerships and Investments (SPI), will hold public hearings to present and discuss the Public-Private Partnership (PPP) project for Urban Development and Housing in the Central Region of São Paulo. The sessions are scheduled for October 21 and 22, to be held in person and online, respectively. The announcement was published this Tuesday (7) in the State Official Gazette.
With an estimated investment of R$ 2.5 billion, the initiative foresees the construction of 6,575 new housing units in the central area of São Paulo, divided into two lots. The goal is to expand the housing supply through the implementation of Social Interest Housing (HIS) units — aimed at low-income populations — and Affordable Market Housing (HMP) units — for families earning between 6 and 10 minimum wages who do not qualify for HIS programs. The project also includes infrastructure works, installation of public facilities, and promotion of economic and social activities in the region.
The public hearings aim to present details of the project, clarify questions, and collect suggestions from society before the publication of the concession notice, which is expected in the first half of 2026. The PPP is structured in two lots covering the districts of Sé, República, and Santa Cecília, under a 20-year contract.
The in-person session on October 21 will take place at the auditorium of the Department of Highways (DER) at 10 a.m. On October 22, the virtual hearing will be held exclusively online at 3 p.m., broadcast live on the official YouTube channel of the Government of São Paulo (www.youtube.com/@governosp). The access link, participation rules, and other information will be made available in advance on the SPI’s official website, under the “Social Participation” section (www.parceriaseminvestimentos.sp.gov.br/transparencia/participacao-social/).
PUBLIC CONSULTATION
In addition to participating in the hearings, interested parties can also contribute through the public consultation, open since September 22 and available to the public until October 23, 2025. Suggestions must be submitted via an electronic form available in the project’s data room on the SPI website. Participation is open to individuals and organizations wishing to contribute to the project’s improvement.
