São Paulo state government extends deadline for interested parties in the New Administrative Center partnership

This Friday, September 26, the Government of the State of São Paulo republished the concession notice for the New Administrative Center and announced a new schedule for the bidding process. The submission of bids is scheduled for November 24, and the auction will take place on November 28 at B3, in downtown São Paulo.

The adjustment to the timeline responds to requests from potential participants, who asked for more time to deepen technical studies and structure their proposals. According to the Secretary for Special Projects, Guilherme Afif, the measure reinforces transparency, accessibility, and competitiveness in the process.

The estimated investment was also updated: it rose from R$ 5.4 billion to R$ 6 billion, due to the adjustment of the baseline date (from February 2025 to July 2025) and the revision of the project and budget. The initiative will be carried out through a Public-Private Partnership (PPP), with a term of 30 years. The selection criterion will be the highest discount offered on the maximum annual consideration. Interested parties may submit clarification requests until October 17, 2025, via email at editalpppcentroadm@sp.gov.br.

The project

The New Administrative Center will bring together, in a single complex, seven buildings and ten towers, consolidating state secretariats and agencies, with space for about 22,000 civil servants. In addition to increasing efficiency in public administration, the development will include cultural and community facilities, such as a theater, auditoriums, and multipurpose rooms, creating a civic space in the heart of São Paulo.

Another highlight is the contribution to the revitalization of the Campos Elíseos district, including the restoration of 17 listed buildings and a more than 40% expansion of green areas in Parque Princesa Isabel. The site will also feature 25,000 m² dedicated to retail and services, strengthening urban development and the local economy.
