Infra BR wins Paranapanema Lot auction with an 11.60% discount on the state’s payment

Concession foresees R$ 5.8 billion in investments over 30 years, with roadworks to improve safety along Raposo Tavares and complementary highways

The Government of São Paulo, through the Secretariat for Investment Partnerships (SPI), held on Friday (5) at B3 the auction for the Paranapanema Lot. The winner was Infra BR, part of the Pátria Group, which submitted a proposal with an 11.60% discount on the state’s maximum annual payment, set at about R$ 310 million.

The concession establishes Raposo Tavares highway (SP-270) as a key agribusiness route in the southwest of São Paulo, linking Itapetininga to Ourinhos, while also benefiting 11 other municipalities in the Marília and Sorocaba regions with greater safety, smoother traffic flow, and enhanced logistics competitiveness.

“This auction marks the transfer of this asset to the private sector, paving the way for investment and transformation. We did our homework with SP na Direção Certa: we were strict with finances, carried out administrative reforms, and reviewed tax benefits, all to ensure resources for contributions and PPPs. This 11.60% discount represents over R$ 1 billion in savings for São Paulo’s public coffers. Out of Brazil’s 10 best highways, nine are in São Paulo. We clearly have the best infrastructure in the country, setting us apart from other states. It’s no coincidence investors choose São Paulo,” said Governor Tarcísio de Freitas.

Infra BR initially offered a 10.10% discount in the sealed bids stage, raising it to 11.60% in the live bidding. Other participants included CS Infra, which submitted a 3.20% discount, and the Viaja+SP consortium, which offered 8.41% (sealed bids) and 10.60% (live bidding).

“This is yet another concession that will bring efficiency gains, shorter travel times, fewer deaths, and lower logistics costs. These auctions are held to deliver tangible benefits to the population,” said Rafael Benini, São Paulo’s Secretary for Investment Partnerships.

The concession covers 285 km — stretches of SP-270 (Raposo Tavares), SP-189 (Eng. Lauri Simões de Barros), SP-278 (Mello Peixoto), and access roads. The contract includes duplication of more than 150 km, construction of new pedestrian walkways, bus stops, shoulders, frontage roads, and both grade-separated and at-grade interchanges. It also includes LED lighting in urban areas, CCTV, variable message signs, connectivity, weigh stations, and ambulances for pre-hospital care.

The operation will feature 24/7 monitoring, incident response, traffic inspections, and towing services, tied to performance targets with penalties for non-compliance — reinforcing the focus on road safety and operational efficiency.

Structured with extensive public consultation, the project received more than 250 contributions, with 53% accepted fully or partially. The final design includes flood control works, wildlife crossings, and other environmental measures.

The regional impact extends to Angatuba, Bernardino de Campos, Buri, Campina do Monte Alegre, Canitar, Chavantes, Ipaussu, Itaí, Itapetininga, Ourinhos, Paranapanema, Piraju, and Tejupá. The full duplication of Raposo Tavares in this stretch will turn the highway into a strategic alternative to Castello Branco (SP-280), linking the state’s interior and the Midwest to the Port of Santos and reducing logistics bottlenecks.

“In the end, this is about people, about quality of life. For that, road safety is essential. Every time we carry out duplications and paving in robust projects like this, we are also addressing environmental and climate resilience issues. Everything is interconnected,” said Natália Resende, São Paulo’s Secretary for Environment, Infrastructure, and Logistics.

The Paranapanema Lot adds to the Nova Raposo and Rota Sorocabana projects (awarded in 2023), creating a fully duplicated and upgraded Raposo Tavares corridor, with better traffic distribution and less pressure on Castello Branco.

“This achievement reaffirms our commitment to investing in infrastructure projects that foster development in the state and across the country. We are ready to allocate all resources and efforts to carry out road improvements, ensuring safety, comfort, and efficiency,” said Thiago Bronzi, partner at Pátria Group.

Siga Fácil
A key feature of the project is Siga Fácil — an electronic gantry toll system that replaces physical toll plazas and charges proportionally to the distance traveled, with automatic reading via tags and license plates, ensuring smoother traffic flow and greater safety. The system will only begin operating after the free frontage roads are delivered, ensuring that local traffic (such as neighborhood commutes) will not be tolled. By separating long-distance from local traffic, the solution reduces congestion, travel time, and CO₂ emissions.

With Siga Fácil, drivers pay only for the distance traveled. Supervised by the São Paulo State Transport Agency (Artesp), it eliminates queues and reduces accidents. The system will be gradually implemented in the state’s most recent concessions, such as Novo Litoral Paulista, Nova Raposo, and Rota Sorocabana, as well as in existing contracts.
