São Paulo state government plans 24/7 security with technology on highways in the southwest region

Concession project foresees 24/7 surveillance, connectivity, and emergency services across 285 km of highways in the Paranapanema Lot

The southwest of São Paulo is set to receive the region’s largest infrastructure investment package for highways. The Paranapanema Lot, an initiative by the Government of São Paulo, covers 285 kilometers of highways and foresees R$ 5.8 billion in investments, connecting 13 municipalities with modernized roads and unprecedented safety systems.

Among the planned innovations is the implementation of 24/7 CCTV (closed-circuit television) monitoring throughout the entire concession area — a security system that enables real-time surveillance and image recording, allowing for automatic incident detection and immediate response activation. The package also includes LED lighting in urbanized areas and safety features such as pedestrian walkways and bus stops, electronic message panels, dynamic weighing stations, ambulances for pre-hospital care, and support tow trucks.

In addition, the entire concession area will feature connectivity. The winning concessionaire of the auction, scheduled for next month, will be responsible for implementing, operating, and maintaining the wireless system covering the entire stretch of the granted highways, including shoulders, right-of-way, and medians. The network will provide free communication with the concessionaire’s Operational Control Center (CCO), offering exclusive assistance in emergencies such as tow requests, medical aid, accident reporting, and alerts about animals on the road.

The strengthening of São Paulo’s concession model underscores the state government’s commitment to road safety. Since the beginning of the Concessions Program, highways under private management have recorded a 51% reduction in fatalities, 42% in injuries, and 48% in accidents, while ensuring high standards of comfort and reliability, according to data from Infosiga SP.

The Paranapanema Lot concession contract will last for 30 years and will directly benefit the municipalities of Angatuba, Bernardino de Campos, Buri, Campina do Monte Alegre, Canitar, Chavantes, Ipaussu, Itaí, Itapetininga, Ourinhos, Paranapanema, Piraju, and Tejupá. The expectation of the Government of São Paulo is that the concession will guarantee greater safety, smoother traffic flow, and socioeconomic development for the entire region.

The project is part of the São Paulo State Investment Partnerships Program (PPI-SP), which aims to attract private capital to modernize public services, create jobs, and stimulate economic growth in the beneficiary regions.
