São Paulo State Government holds public hearing in Bauru on the concession of vehicle removal and storage services

Public consultation period for the project is open until August 8; hearings to gather public input will be held in six more cities

The Government of the State of São Paulo is holding this Thursday (July 24) the fourth of seven public hearings for the concession project covering the removal and storage of vehicles impounded for traffic violations in the state. The initiative, coordinated by the Secretariat for Investment Partnerships (SPI), is conducting a public consultation to receive contributions from the public, authorities, and interested stakeholders until August 8.

During the public hearings, which have already taken place in Campinas, São José do Rio Preto, and Ribeirão Preto, the project studies are being presented, and suggestions from society are being collected to improve the proposed model. Thursday’s in-person meeting will be held at 11 a.m. at the Regional Government Office (Av. Cruzeiro do Sul, Qd 13-15 – Vila Cardia), with live broadcast via the Government’s YouTube channel (www.youtube.com/governosp).

The project proposes to unify and standardize the procedures for vehicle removal, custody, management, auction preparation, and return. The concession will be structured into seven lots, covering all 645 municipalities in São Paulo State.

The Bauru hearing will address topics related to Lot 1 of the concession. In addition to Bauru itself, 159 other municipalities are included in this lot, such as Assis, Botucatu, Jaú, Lins, Marília, Ourinhos, and Presidente Prudente, among others. The region has a fleet of 2.7 million vehicles and an estimated annual service demand of approximately 24,000 vehicles. Currently, the service is provided in a decentralized manner. The Department of Highways (DER/SP) operates 42 yards in the state, while Detran/SP operates through 43 municipal agreements — where the municipality contracts the yard — and 168 direct private contracts with the agency. This model results in discrepancies in procedures, fees charged, and yard conditions, making it difficult to standardize and modernize the service.

The project provides a series of direct benefits for the population and public management. The measure promotes greater efficiency in traffic enforcement by reducing the operation time of agents and expanding their capacity to act in cities and on highways. Removal and custody services will be carried out in a standardized manner, with greater security, quality, and transparency, ensuring the preservation of vehicle owners’ property.

Additionally, the project provides for the implementation of an integrated technology platform, fleet tracking, and digital service channels. There will also be performance targets, incentives for sustainable practices, and recognition of initiatives aligned with environmental, social, and governance (ESG) criteria. The concession will be regulated by the São Paulo State Regulatory Agency for Public Services (Arsesp), with technical oversight by Detran/SP, DER/SP, and an independent verifier.

Public hearings for other lots will take place in the coming days in Sorocaba (July 25), São José dos Campos (July 28), and São Paulo (July 29).
