The São Paulo State Government opened this Tuesday (July 8) the public consultation period for the concession project of vehicle removal and storage services for vehicles seized due to traffic violations in the state. The initiative, coordinated by the Secretariat for Investment Partnerships (SPI), seeks to collect contributions from the public, authorities, and stakeholders until August 8.
Currently, the service is provided in a decentralized manner. The State Highway Department (DER/SP) uses 42 yards across the state, while Detran/SP operates through 43 municipal agreements — in which city halls contract the yards — and 168 direct private management contracts. This model results in differences in procedures, fees charged, and yard conditions, making it difficult to standardize and modernize the service.
The new model proposes to unify and standardize the processes of removal, custody, management, auction preparation, and vehicle restitution. The concession will be structured in seven lots, covering all 645 municipalities in the state of São Paulo, with a 26-year contract — one year for implementation and the remainder for operation. The estimated investment is R$ 555 million.
Concessionaires will be remunerated through user fees and permitted ancillary revenues, provided they do not compromise service quality. The selection will be based on the highest fixed concession fee offered per lot.
The project includes the implementation of an integrated technology platform, fleet tracking, and digital service channels. It also sets performance targets, encourages sustainable practices, and recognizes initiatives aligned with environmental, social, and governance (ESG) criteria. The concession will be regulated by the São Paulo State Public Services Regulatory Agency (Arsesp), with technical oversight from Detran/SP, DER/SP, and an independent verifier.

Public hearings
The hearings will present the project studies and collect feedback from the public to improve the model. Meetings will be held in person in seven cities, representing the regions covered by the concession, which includes all 645 municipalities in the state divided into seven lots.
