São Paulo State Government extends deadline and schedules public hearings to gather input on urban park concession in the capital

Project foresees modernization of six parks and approximately R$ 144.7 million in investments; hearings to take place on July 16 and 17

To expand public participation, the São Paulo State Government, through the Secretariat for Investment Partnerships (SPI), has extended the public consultation deadline until August 1, 2025, to receive contributions from society regarding the administrative concession project for six urban parks in the city of São Paulo. The original deadline was set for July 17.

The dates and formats of the two public hearings scheduled for presenting and debating the initiative were also announced. The project is part of the São Paulo State Investment Partnership Program (PPI-SP) and aims to improve the management, operation, maintenance, and infrastructure of these public spaces.

The first hearing will be held in person on July 16 at 11 a.m., at the headquarters of the State Highway Department (DER), located at Avenida do Estado, 777, Ponte Pequena neighborhood. The second hearing will take place online on July 17 at 11 a.m., with live streaming on the São Paulo Government’s official YouTube channel (https://www.youtube.com/governosp). The parks included in the project are currently managed by the Parks Coordination Office, under the Secretariat for Environment, Infrastructure and Logistics (SEMIL). They are: Dom Paulo Evaristo Arns Youth Park, Manoel Pitta Belém State Park, Tietê Ecological Park – Engenheiro Goulart Unit, Vila Jacuí Park, Maria Cristina Hellmeister de Abreu Park, and Itaim Biacica Park.

Park revitalization

The concession model proposes a 30-year contract and estimates over R$ 144.7 million in investments over the period, with R$ 60.4 million to be invested in the first four years. Planned improvements include the revitalization of existing structures, expansion of recreational areas, creation of sports facilities, and implementation of new services focused on public well-being.

One of the highlights is the reactivation of the aquatic complex at the Tietê Ecological Park, which will include pools for recreation, sports, and children’s use. Revenue-generating structures are also planned, such as parking lots and commercial spaces, ensuring the project’s financial sustainability.

The concessionaire will also receive a public compensation payment from the State, limited to R$ 23.7 million annually, and tied to the achievement of performance indicators and quality targets.

Master plans

Five of these parks — Manoel Pitta Belém State Park (Belém); Itaim Biacica Leisure Unit (Vila Seabra); Vila Jacuí Leisure Unit (São Miguel Paulista); Tietê Ecological Park (Vila Santo Henrique); and Maria Cristina Hellmeister de Abreu Leisure Unit (Jardim Helena) — are currently undergoing public consultation for their Master Plans. Through this initiative, the State Secretariat for Environment, Infrastructure and Logistics (SEMIL) aims to hear from the local community regarding the status and future use of these public spaces.
