São Paulo government approves final model and bidding documents for the new Administrative Center and Waterway Crossings projects

PPI-SP councils approve two major concessions totaling around R$ 7 billion in investments

The Government of São Paulo approved, on Thursday (29), the final modeling and authorization for the publication of the bidding documents for two strategic projects, totaling around R$ 7 billion in investments: the new Campos Elíseos Administrative Center and the concession of the State’s Waterway Crossing system.

The decision was taken by the Managing Council of the Public-Private Partnership Program (CGPPP) and the Board of Directors of the Privatization Program (CDPED), with the participation of the Vice Governor and President of both councils, Felício Ramuth; the Secretary of Partnerships in Investment, Rafael Benini; the State Attorney General, Inês Coimbra; and the Secretary of Environment, Infrastructure and Logistics, Natália Resende.

New São Paulo Administrative Center

With an estimated investment of over R$ 5.4 billion, the Campos Elíseos Administrative Center project aims to centralize the headquarters of state departments and public administration bodies currently spread across the capital.

The project plans to concentrate 22,000 civil servants — currently located in over 40 buildings — into a single modern complex, promoting administrative efficiency, cost savings, and the valorization of public assets. In addition to the urban revitalization of the area, including the restoration of 17 listed buildings, the initiative will also stimulate local commerce, generating 38,000 direct and indirect jobs during construction and 2,800 new formal job opportunities in local trade and services. The publication of the bidding documents is expected by the end of the first half of 2025, with the auction scheduled for the second half of the year.

Waterway Crossings

The Waterway Crossings concession project aims to modernize and expand the water transport system for the crossing of passengers and vehicles in the State, with estimated investments of approximately R$ 1.4 billion. The proposal covers 14 routes, including key connections between Santos and Guarujá, São Sebastião and Ilhabela, and others located in the Vale do Ribeira, North Coast, São Paulo Metropolitan Region, and the Paraibuna Reservoir.

The concession will enable the renewal of the fleet, with the introduction of electric vessels, improvements in terminals, greater comfort for users, and the adoption of new management and operation technologies, promoting efficiency, safety, and environmental sustainability. The publication of the bidding documents is expected by the end of the first half of 2025, with the auction to be held in the second half of the year.

PPI-SP portfolio

With the qualification of these new projects, the São Paulo Partnerships in Investment Program (PPI-SP) advances in its mission to attract private investment, generate jobs, and expand the State’s ability to deliver quality services to the population. In total, more than 30 projects have been qualified, with a portfolio exceeding R$ 500 billion in estimated investments, in areas such as urban mobility, logistics, environment, social infrastructure, and public management.
