São Paulo government holds public hearings for the concession of the ABC–Guarulhos Lot: urban train lines 10 and 14

Sessions take place on February 12, 13, and 14 in São Paulo, Santo André, and Guarulhos, respectively

The Government of the State of São Paulo, through the Secretariat for Partnerships in Investments (SPI), will hold public hearings to discuss the concession of the ABC–Guarulhos Lot, which includes Line 10–Turquoise and the future Line 14–Onyx of the urban train network. The sessions will take place on February 12, 13, and 14, starting at 9 a.m., in the cities of São Paulo, Santo André, and Guarulhos, respectively.

The project aims to connect the ABC region, Guarulhos, and the eastern zone of São Paulo with more than 70 km of rail extension. The expectation is to serve around 770,000 passengers by 2050, with an estimated investment of R$ 19 billion.

The public hearings are intended to present project details, clarify doubts, and gather suggestions from the public before the final publication of the concession notice—scheduled for September this year. The initiative is part of the State Government’s plan to modernize and expand the rail network of Greater São Paulo, promoting improvements in infrastructure and service quality for passengers.

The hearings will be held in person (addresses below) and broadcast live on the official YouTube channel of the São Paulo State Government. Registrations to speak during the sessions can be submitted online (https://forms.gle/zsJmWs397eLvTkCVA) until Tuesday, February 11, or in person on the day of the hearing.

The public consultation will remain open until March 3, 2025. The project was qualified under the São Paulo State Partnership Program (PPI-SP) and will be executed through a 30-year public-private partnership (PPP). The auction is scheduled to take place in December.

Improvements to Line 10–Turquoise

Line 10–Turquoise, which connects the ABC region to downtown São Paulo over a 39 km stretch, will receive three new stations: Bom Retiro (planned connection with Line 11–Coral), São Carlos/Parque da Mooca (planned connection with Metro Lines 6–Orange and 16–Violet and Train Line 13–Jade), and ABC (planned connection with Line 14–Onyx). The lot also includes a fourth station as a contingent investment—Pari—with a planned connection to Metro Line 19–Celeste.

Additionally, eight stations will be renovated and six rebuilt. The interval between trains is expected to be reduced from six to 4.5 minutes between Bom Retiro and Mauá.

New peripheral line connecting ABC to Guarulhos through São Paulo’s eastern zone

The future Line 14–Onyx will run 40 km between Guarulhos and Santo André. It is expected to include 23 new stations, with planned connections to Lines 13–Jade (Bonsucesso), 12–Sapphire (São Miguel Paulista), 11–Coral (Corinthians–Itaquera), 3–Red (Corinthians–Itaquera), 16–Violet (Hosp. Santa Marcelina), 15–Silver (Sapopemba), and 10–Turquoise (ABC). The line is scheduled to be implemented over ten years, with phased openings and service every five minutes.

State Partnership Program (PPI-SP)

The ABC–Guarulhos Lot PPP project is part of the state’s PPI-SP program, which aims to expand opportunities for investment, employment, and socioeconomic, technological, environmental, and industrial development in São Paulo. A total of 29 projects have been qualified, representing a portfolio of more than R$ 494 billion.

The program is based on project sustainability, legal certainty, regulatory stability, and the application of national and international best practices.
