São Paulo government opens public consultation for the concession of the Rota Mogiana and Circuito das Águas highway lots

Projects foresee investments in over 916 kilometers of highways, improving infrastructure in cities across the São Paulo countryside

The Government of the State of São Paulo, through the Secretariat for Partnerships in Investments (SPI) and the São Paulo State Transport Regulatory Agency (Artesp), published this Thursday (20), in the Official Gazette, the opening of public consultations for the concession of the Rota Mogiana and Circuito das Águas highway lots. The projects cover over 916 kilometers of highways and more than R$ 15.4 billion in infrastructure investments, directly benefiting several municipalities in the state with improvements in mobility, infrastructure, and road safety.

Interested parties may submit their contributions in writing from this Thursday (20) until 6 p.m. on March 21, 2025, using the electronic form available on this website. Both individuals and legal entities interested in the project may participate.

Only contributions that include the participant’s identification and contact information (email or phone), are properly filled out according to the required format, and submitted within the established deadline will be considered.

Rota Mogiana

The Rota Mogiana lot includes approximately 383 kilometers of highways currently managed by the São Paulo State Highway Department (DER/SP) and the concessionaire Renovias, whose contract ends in April 2026.

The main planned improvements include the duplication of segments of highways SP-350, SP-344, and SP-215, the implementation of new safety features, pedestrian overpasses, and lighting in urban areas, as well as the introduction of the Free Flow System. Through the Siga Fácil SP Program, the free flow system will install automatic toll collection gantries using vehicle tags or license plate recognition via cameras.

With a 30-year concession term, the estimated investment is R$ 5.92 billion in infrastructure. The cities to benefit include Campinas, Mogi Mirim, Mogi Guaçu, Casa Branca, São José do Rio Pardo, Itobi, Mococa, and Aguaí.

Circuito das Águas

The Circuito das Águas lot covers approximately 533 kilometers of highways, including segments currently managed by DER/SP and the concessionaire Renovias. The project includes the duplication of segments of highways SP-354, SP-324, SP-332, SP-342, SP-063, SP-360, SP-133, SP-107, SP-008, and SP-095, the addition of lanes to SP-340, and the construction of the Águas da Prata Bypass to ease traffic in the region.

The plan also includes new pedestrian overpasses and improved lighting in urban areas, ensuring greater safety for both pedestrians and drivers.

The total estimated investment is over R$ 10 billion in infrastructure, with a 30-year concession term. The municipalities to benefit include Holambra, Jaguariúna, Pedreira, Amparo, Serra Negra, Lindóia, Águas de Lindóia, Socorro, Monte Alegre do Sul, Itapira, Estiva Gerbi, Espírito Santo do Pinhal, Bragança Paulista, and Campinas. Toll collection will also be automated via the Siga Fácil SP free flow system.
