The Government of São Paulo, through the Secretariat for Partnerships in Investments, was recognized as the winner of the fourth edition of the 2025 P3C Award, which celebrates the best initiatives in concession contract management and public-private partnerships (PPPs) across the country. The award, which received over 210 entries, highlighted the category “Best Project Structuring,” in which SPI competed with the North Axis Intercity Train PPP project.
“This award reinforces the commitment of the Government of São Paulo to structure projects that transform mobility, generate jobs, and drive regional development,” said Rafael Benini, Secretary for Partnerships in Investments.
The North Axis Intercity Train PPP project is a milestone in mobility for the state. With a 101 km rail line, the initiative will connect São Paulo’s capital to the city of Campinas, offering an express journey of 64 minutes from Barra Funda terminal to Jundiaí and Campinas. The project also includes the Intermetropolitan Train (TIM), which will connect Jundiaí to Campinas over 44 km, with a reduced travel time of 33 minutes, and the concession of CPTM’s Line 7–Rubi. This integrated system aims not only to improve urban mobility but also to boost regional economic development. The investment is expected to generate more than 10,000 direct, indirect, and induced jobs, benefiting 11 municipalities and positively impacting around 15 million people. The contract with the winning concessionaire, C2 Mobilidade Sobre Trilhos, was signed in May 2024.

Organized by Necta Inova, with co-organization from B3, Estadão Blue Studio, and the law firm Portugal Ribeiro e Jordão, the P3C Award is an important initiative that recognizes transformative and innovative projects capable of promoting meaningful change in economic, social, and environmental areas.
The award ceremony was held at the B3 Stock Exchange on Monday (24), bringing together leaders, specialists, and representatives of projects that promote sustainable development. On February 25, the event will continue with a business expo featuring presentations and lectures at the Frei Caneca Convention Center.
