São Paulo Government initiates public hearings for Circuito das Águas Highway Lot concession

The project entails the modernization of 533 kilometers of highways, enhanced road safety measures, and the implementation of a barrier-free electronic toll collection system.

The São Paulo State Secretariat for Investment Partnerships (SPI) is advancing the modernization of highway infrastructure through the concession of the Circuito das Águas Lot, encompassing 533 km of highways across 33 municipalities. These roads play a strategic role in the state’s economy, tourism, and mobility. The project foresees R$ 10 billion in investments for duplications, additional lanes, shoulders, and pedestrian overpasses, along with the implementation of the Free Flow electronic tolling system.

The concession will include segments of highways SP-008, SP-063, SP-095, SP-107, SP-133, SP-147, SP-324, SP-332, SP-340, SP-342, SP-354, and SP-360, traversing cities such as Águas da Prata, Águas de Lindóia, Amparo, Artur Nogueira, Atibaia, Bragança Paulista, Caieiras, Cajamar, Campinas, Campo Limpo Paulista, Cosmópolis, Espírito Santo do Pinhal, Franco da Rocha, Holambra, Itapira, Itatiba, Itupeva, Jaguariúna, Jarinu, Jundiaí, Limeira, Lindóia, Mogi Guaçu, Mogi Mirim, Pedreira, Pinhalzinho, Santo Antônio de Posse, São João da Boa Vista, Serra Negra, Socorro, and Vinhedo.

Planned improvements include 187 km of duplications, 109 km of additional and third lanes, 133 km of expanded or newly constructed shoulders, and 137 km of frontage roads. Additionally, a new bypass in Águas da Prata, 45 pedestrian overpasses, 156 new bus stops, 77 access points, and 112 new special structures are slated for construction.

The concession aims to enhance mobility efficiency by replacing traditional toll plazas with the Free Flow system, which automatically charges users based on distance traveled, with toll reductions starting in 2026. Users with electronic tags will receive an automatic 5% discount. For those without tags, the system will recognize license plates, allowing payments online or through other means within 30 days.

Beyond infrastructure modernization and advanced technology adoption, the concession is expected to directly impact the local economy by creating over 12,000 direct and indirect jobs.

The project is currently in the public consultation phase until March 21, allowing society to participate in defining the final model. The bidding notice is scheduled for publication in May 2025, with the auction anticipated in September and contract signing in January 2026.
