São Paulo Government Begins Public Hearings for Rota Mogiana Highway Lot Concession

Project includes modernization of 385 km of highways, improved road safety, and implementation of barrier-free electronic tolling system

The São Paulo State Secretariat of Investment Partnerships (SPI) is advancing the modernization of road infrastructure through the concession of the Rota Mogiana Lot, which will cover 385 km of highways and directly benefit 19 municipalities in the state. The project foresees an investment of R$ 6 billion in duplications, additional lanes, shoulders, pedestrian overpasses, and the adoption of the “free flow” system—a new barrier-free electronic toll collection model.

The concession will include sections of highways SP-135, SP-215, SP-304, SP-333, SP-338, SP-340, SP-344, SP-346, SP-350, and SPI-225/342, passing through the municipalities of Aguaí, Americana, Cajuru, Casa Branca, Cravinhos, Espírito Santo do Pinhal, Estiva Gerbi, Itobi, Mococa, Mogi Guaçu, Piracicaba, Ribeirão Preto, Santa Bárbara d’Oeste, Santa Cruz da Esperança, Santo Antônio do Jardim, São João da Boa Vista, São José do Rio Pardo, Serrana, and Vargem Grande do Sul.

The project plans include:

  • 60 km of duplications
  • 53 km of additional and third lanes
  • 118 km of expanded or new shoulders
  • 32 km of frontage roads
  • 17 pedestrian overpasses
  • 23 new bus stops
  • 15 access points/interchanges
  • 69 new special engineering structures

The toll model will also be modernized with the replacement of traditional toll plazas by the Sistema Automático Livre (free flow), which allows for automatic, proportional billing based on the distance traveled—making the toll fairer. Starting in 2026, toll rates will decrease, and drivers using electronic TAGs will receive an automatic 5% discount. For vehicles without a TAG, the system will read the license plate, allowing payment online or via other channels within a 30-day window.

In addition to infrastructure and mobility improvements, the concession is expected to have a direct impact on the regional economy, generating over 7,000 direct and indirect jobs.

The public consultation on the project remains open until March 21, allowing citizens to participate in shaping the final model. The public notice is scheduled for publication in July 2025, with the auction set for November and the contract signing in January 2026. Installation of the free flow toll gantries will begin in November 2026.
