Santos-Guarujá Immersed Tunnel project foresees 9,000 jobs

With an investment of R$ 6 billion, the project will be Brazil's first immersed tunnel and is being presented to investors during an international mission to Denmark, the Netherlands and Norway

The São Paulo government estimates that 9,000 direct and indirect jobs will be created with the construction of the Santos-Guarujá Immersed Tunnel, a pioneering project in Brazil.

With an expected investment of R$6 billion, the work will be made possible through a public-private partnership (PPP), with a 30-year concession covering the construction, operation and maintenance of the asset. The auction is scheduled for August 1, 2025.

The structure will be 1.5 km long, with 870 meters underwater, and will consist of six precast concrete modules. It will have three lanes in each direction, one of which can be adapted for the LRV (Light Rail Vehicle), as well as a pedestrian and cyclist crossing.

The project, qualified under the São Paulo State Investment Partnership Program (PPI-SP), represents a milestone for the development of Baixada Santista and meets a historic demand from the region’s population.

The future concessionaire will be responsible for an infrastructure compatible with light vehicle traffic, trucks and public transport, without impacting the operations of the Port of Santos.

During an international mission to Denmark, the Netherlands and Norway, the São Paulo government is presenting the project to potential investors in meetings with companies specializing in mobility and engineering, such as Ballast Nedam, TEC Tunnel, Ruter, LNS, Maersk, DFDS, Sweco, Immontec and Femern A/S. The agenda included a technical visit to the Fehmarnbelt tunnel between Denmark and Germany, an international benchmark in submerged tunnels.
